REQUESTED ACTION:

MOTION TO ADOPT a Resolution of the Broward Metropolitan Planning Organization Supporting the Adoption of the MPO Membership Apportionment Plan

WHAT THIS ACTION ACCOMPLISHES:

Approval of this item will allow staff to submit a MPO Membership Apportionment Plan to the Florida Department of Transportation (FDOT) for review by the deadline of November 14, 2023.

SUMMARY EXPLANATION/BACKGROUND:

After each decennial census, MPOs are required to review their metropolitan planning area (MPA) boundary and the composition of their voting membership and submit an apportionment plan in accordance with State and Federal requirements. Apportionment plans must include the current (2020) and previous (2010) census population in the MPO area, the current and proposed MPO membership, the methodology used to determine the proposed changes to the MPO membership (if applicable), an MPA boundary map, and an MPO Board resolution adopting the apportionment plan. Based on the results of the 2020 Census, the Broward MPO saw no substantial changes that would affect either its MPA boundary or voting membership and the proposed MPO Member Apportionment Plan should fall under the "minor/no changes" category. Only minimal changes have been made to the identified urban area in Broward (with the majority of the changes occurring in the southwest portion of urbanized Broward). However, as part of the Apportionment Plan development, the MPO is tasked with adjusting this urban area from the Census Bureau to include “the contiguous area expected to become urbanized within a 20-year forecast period for the metropolitan transportation plan.” Therefore, the MPA boundary map in the proposed Apportionment Plan shows the southwestern urban area being extended out to US 27 to account for potential future development. No changes are proposed to the current voting membership as it increased to the State-regulated cap of 25 with the adoption of the Third Amendment to the Interlocal Agreement for the Creation of the Broward Metropolitan Planning Organization in 2016.

Once approved by the MPO Board, the Apportionment Plan will be submitted for review to FDOT (prior to the November 14, 2023 deadline) before being sent to the Governor's Office for final approval on January 15, 2024.

At the upcoming meeting, MPO staff will seek MPO Board approval of the Resolution supporting adoption of the MPO Membership Apportionment Plan. Staff from the MPO and FDOT will also be available to address any questions or comments.

MPO STAFF RECOMMENDATION(S):

MPO staff recommends approval of the Resolution supporting adoption of the proposed MPO Membership Apportionment Plan.
