Federally Mandated Performance Measures and Targets
SUMMARY EXPLANATION/BACKGROUND:
Congress, through two Federal Transportation Bills (the Moving Ahead for Progress in the 21st Century Act and the Fixing America’s Surface Transportation Act), has required the United States Department of Transportation (USDOT) to establish national performance measure areas through rulemaking for states, MPOs, and transit agencies in order to carry out the Federal Aid Program. In response, USDOT, in consultation with states and MPOs, established performance measure areas which include: safety, pavement condition, bridge condition, travel time reliability, truck travel time reliability and Transit Asset Management (TAM). The USDOT also requires states and MPOs to set targets for all performance measure areas and to report periodically on their progress in meeting those targets.
In response to the requirement by USDOT, the MPO approved targets for all Federally mandated performance measure areas, which included: PM1 Safety, PM2 Bridge & Pavement Conditions, PM3 System Performance and TAM (please refer to the chart below for adoption dates). During those meetings where targets were adopted, staff presented updates on their ongoing efforts to develop and set targets for the performance measure areas in close coordination with the Florida Department of Transportation (FDOT) and transit providers (Broward County Transit [BCT] and the South Florida Regional Transportation Authority [SFRTA]).
The Federal Transit Administration (FTA) also issued a final Public Transportation Agency Safety Plan (PTASP) rule on July 19, 2018 requiring certain recipients and sub-recipients of FTA funds to develop and implement a PTASP based on a safety management systems approach. The key component of the PTASP (Transit Safety) rule is a requirement for transit providers and MPOs to annually establish transit safety performance targets. Once BCT establishes its Transit Safety targets for the upcoming year, the MPO will have 180 days to either support BCT’s targets or set its own. SFRTA is exempt from the Transit Safety rule because they are subject to the Federal Railroad Administration's safety oversight program.
PM1 Safety, TAM and Transit Safety targets are required to be set on a yearly basis whereas PM2 Bridge & Pavement Conditions and PM3 System Performance targets are required to be set every four years (which last took place in 2022). In accordance with these requirements, MPO staff is proposing annual targets for PM1 Safety, TAM and Transit Safety that are consistent with and support those adopted by FDOT and the transit providers. The final targets for PM1 Safety, TAM and Transit Safety will be brought before the Technical Advisory Committee, Citizens' Advisory Committee, and MPO Board for action in November of this year.
At the upcoming meeting, MPO staff will provide a brief presentation on the proposed performance targets, seek feedback, and address any questions or comments. For the PowerPoint presentation, please see the Attachment. The table below shows the status of the implementation effort for the performance measures.
