REQUESTED ACTION:

MOTION TO APPROVE a First Amendment to the Agreement Between Broward Metropolitan Planning Organization and Alfred Benesch & Company for 2050 Metropolitan Transportation Plan Update in an Additional Amount Not to Exceed $100,000

WHAT THIS ACTION ACCOMPLISHES:

Approval of this item will amend the MPO's existing 2050 Metropolitan Transportation Plan (MTP) Agreement with Benesch to provide additional public outreach support for an additional $100,000, for a total not-to-exceed amount of $1,400,000.

SUMMARY EXPLANATION/BACKGROUND:

Every five years, the MPO is required by Federal and State laws to prepare a Metropolitan Transportation Plan (MTP). On September 8, 2022, the MPO Board approved an Agreement to assist MPO staff in producing the next MTP, dubbed "Route to 2050." The initial Agreement with Alfred Benesch & Company for the 2050 MTP in the amount of $1,300,000 can be found in Attachment 1.

Following completion of the first phase of public outreach for "Route to 2050," the MTP team determined that additional outreach efforts were required to sufficiently engage the community in the MTP process. Although broad engagement is desired, these additional efforts should include underserved areas that the MPO team had difficulty capturing in the initial outreach efforts. In addition to increasing engagement, this effort will develop messaging and a story for "Route to 2050" that will make the purpose of the MTP more accessible to the public and be incorporated into the final document. The intent of this additional work is to establish objectives to be met by this effort while allowing for flexibility in implementation to ensure engagement is achieved in the most effective manner.

For the proposed First Amendment to the Agreement for the additional public outreach services described above, please see Attachment 2. The First Amendment would add another $100,000 to the existing Agreement, bringing the total not-to-exceed amount for this Agreement to $1,400,000. The current Agreement term, ending on December 31, 2025, will not be impacted by the proposed First Amendment.

MPO and consultant staff will be available at the upcoming meeting to address any questions or comments.

MPO STAFF RECOMMENDATION(S):

MPO staff recommends approval of the proposed First Amendment to the Agreement with Alfred Benesch & Company for the 2050 Metropolitan Transportation Plan Update in an additional amount of $100,000, bringing the total not-to-exceed amount to $1,400,000.
