2050 Metropolitan Transportation Plan (MTP) Project Prioritization Update

SUMMARY EXPLANATION/BACKGROUND:

On November 30, 2022, MPO staff introduced the Route to 2050 Metropolitan Transportation Plan (MTP) and identified the Technical Advisory Committee (TAC) as the formal Route to 2050 MTP Steering Committee. Since the introduction of the MTP, MPO staff have been providing regular monthly updates to the TAC, Citizens' Advisory Committee (CAC), and the MPO Board in order to keep them involved in the Plan's development.
 
Broward MPO staff and the MTP consultant have developed a project prioritization process for the Route to 2050 MTP and presented parts of the process in three steps over the last few months, working with the TAC, CAC, and MPO Board. The final prioritization process was presented and endorsed by the TAC and CAC at their September 27, 2023 meetings and endorsed by the MPO Board at their October 12, 2023 meeting.

Since MPO staff received feedback from the CAC during the endorsement of the project prioritization process and was not able to hold its project prioritization workshop at the August 23, 2023 CAC meeting, staff has chosen to provide a more in-depth overview of the project prioritization process. The purpose of this presentation is to build upon the previous presentations at the June 28, 2023 and August 23, 2023 CAC meetings and review the final prioritization factors, scoring criteria, and discuss the application of the project prioritization process in the larger context of the 2050 MTP development process. This includes a review of the adjustments made to the project priorization process based on TAC/CAC feedback during the endorsement process and internal MPO staff comments.
