2050 Metropolitan Transportation Plan (MTP) Amendment Cycle Update

SUMMARY EXPLANATION/BACKGROUND:

On December 12, 2024, the Broward MPO Board adopted the Route to 2050 MTP. The MTP is updated every five years with a new 25-year planning horizon and incorporates demographic and traffic analysis updates to develop a list of cost-feasible transportation projects (utilizing Federal and State funding) to meet the future needs of the transportation network. Occasionally, an adopted MTP will need to be amended prior to the five-year update cycle in order to add, remove, or modify a transportation project in the Cost Feasible Plan. According to the Code of Federal Regulations (CFR), an amendment to the MTP "requires public review and comment and a redemonstration of fiscal constraint" (23 CFR § 450.104).

On June 11, 2020, the Broward MPO Board voted to amend the MPO Rules and established an annual MTP amendment cycle including an annual deadline for written amendment requests from partner agencies (November 10th). As part of the annual MTP amendment cycle, MPO staff have developed a four-step process to facilitate the review and processing of amendment requests:

Step 1: Meet with MPO staff to review proposed MTP amendment(s) request May-July 2025
Step 2: Present proposed MTP amendment(s) to Technical Advisory Committee/Citizens' Advisory Committee and MPO Board August-October 2025
Step 3: Submit formal MTP amendment request letter November 10, 2025
Step 4: MPO staff review and final MPO Board approval November 10, 2025 - February 2026

At the upcoming meeting, MPO staff will deliver a brief presentation (provided in the Attachment) outlining the MTP amendment process. Questions and comments will be addressed.
