REQUESTED ACTION:

MOTION TO APPROVE the Second Amendment to Subrecipient Agreement Between Broward Metropolitan Planning Organization and South Florida Regional Transportation Authority for Fare Interoperability

WHAT THIS ACTION ACCOMPLISHES:

Approval of this Second Amendment to the existing Subrecipient Agreement between the Broward MPO and the South Florida Regional Transportation Authority (SFRTA) will extend the term of the current Agreement by three months from June 30, 2025 to September 30, 2025. This term extension will allow for the implementation of a regional transit mobile ticketing solution, additional enhancements to the application, and completion of the Fare Interoperability project. No additional funds are being requested.

SUMMARY EXPLANATION/BACKGROUND:

On October 14, 2021, the Broward MPO approved a Subrecipient Agreement between the MPO and the South Florida Regional Transportation Authority (SFRTA) for Fare Interoperability (please see Attachment 1). SFRTA received $1,632,378 of Federal Transit Administration funding to complete the Fare Interoperability activities, including the update and rebranding of the Tri-Rail Mobile Ticketing Application, implementation of a Mobile Ticketing Back Office Solution, and a Regional Mobile Ticketing Solution. This added convenience will provide Tri-Rail and other public transit customers the ability to plan, book, and purchase multiple mobility options from both public and private transportation services. The original Subrecipient Agreement between the MPO and SFRTA was extended by the MPO Board through a First Amendment on June 13, 2024, providing SFRTA and its partners an additional nine months to complete the project (to June 30, 2025). For this First Amendment, please see Attachment 2.

Broward MPO staff discovered cost savings that allow for the design, testing, and incorporation of five specific enhancements to the mobile ticketing app that, while not essential to daily use, help create the seamless customer experience that is central to this app's objective. Therefore, staff are proposing a Second Amendment that will serve to extend the term of the Agreement from June 30, 2025 to September 30, 2025 to complete the following enhancement work: 
  1. Expedited modification of the Genfare Back Office Upgrade to automatically schedule blackout dates for monthly passes and weekend/holiday passes
  2. Modification of the GTFS-RT (an extension of the General Transit Feed Specification [GTFS] that allows public transit agencies to provide real-time information about their services handling) to accommodate Strategic Mapping's non-standard feed and extract Track Information.
  3. Integration with Uber with message regarding qualifying for a voucher.
  4. Integration with Lyft with message regarding qualifying for a voucher.
  5. Integration of Uber / Lyft into Trip Planning.

MPO STAFF RECOMMENDATION(S):

MPO staff recommends approval of the proposed Second Amendment to the Subrecipient Agreement with the South Florida Regional Transportation Authority (SFRTA) for Fare Interoperability at no additional cost.
