Approval of this action will retain the Broward County Board of County Commissioners (through BCT) in their role as the CTC for Broward and enable them to continue providing paratransit service to those considered to be transportation disadvantaged.

Since 1990, the Broward County Board of County Commissioners/BCT has been the designated CTC for Broward County. BCT's Transportation OPtionS (TOPS!) Program is used to provide paratransit services to those considered transportation disadvantaged. In most large urban areas, the local transit agency provides these services in the most cost-effective and efficient manner without the duplication of services.

The Local Coordinating Board (LCB) annually evaluates the performance of the CTC, as set forth in Chapter 427, Florida Statutes. The LCB Review Committee conducted a performance evaluation of the CTC on April 21, 2025. The results of the evaluation are available upon request. Based on the results of the evaluation, the full LCB endorsed and recommended that the Broward County Board of County Commissioners (through BCT) continue as the CTC for Broward during their meeting on May 19, 2025.
