General Appropriations Act (GAA) Local Transportation Earmark Projects

SUMMARY EXPLANATION/BACKGROUND:

As part of the 2026 Florida General Appropriations Act (GAA), 15 local transportation projects were submitted by Broward County agencies for earmark consideration. Of these, six projects were vetoed and nine are expected to receive funding. The inclusion of these projects has resulted in a $6,735,990 impact to the Florida Department of Transportation (FDOT) Work Program budget, requiring the deferral of existing programmed projects to accommodate the new earmarks. To provide clarity on the implications and next steps, the MPO staff will present an overview of its planning process, including a summary of the submitted projects, those vetoed, those anticipated for funding, and those anticipated to be deferred. Following the presentation, FDOT will detail the funding mechanisms for GAA earmarks, associated time constraints, the consequences of non-delivery, and the broader impacts to the Work Program. For FDOT's presentation, please see Attachment 2. MPO and FDOT staff will be available at the upcoming meeting to address any questions or comments.
