Roads for Economic Vitality (REV) Policies and Evaluation Criteria Updates
SUMMARY EXPLANATION/BACKGROUND:
REV (formerly known as CSLIP) provides funding for small, local transportation projects that improve safety and mobility for all transportation users. This competitive grant program can fund projects such as (but not limited to): roadway enhancements, safety improvements, and technology advancements. REV, along with the Policies that govern the program, was approved by the MPO Board at their July 9, 2015 meeting and was last updated on July 13, 2023. Updates to the REV Evaluation Criteria were last approved on September 2, 2021.
After conducting two hybrid partner workshops in June and August of 2025 to discuss changes to the program's Policies and Evaluation Criteria, MPO staff is proposing updates to the REV Policies and Evaluation Criteria. The updates include a proposed change in the limit to the number of projects a local agency may submit each application cycle, the frequency of the application cycle, project funding minimum and maximum amounts, point deductions and bonus points, post-award scope changes, and changes to the Evaluation Criteria categories and their associated weighting. To view details of the proposed changes to the Evaluation Criteria categories, data sets, and point values, please see Attachment 3.
At the upcoming meeting, MPO staff will provide a presentation on the proposed updates to the REV Policies and Evaluation Criteria and will address any questions or comments. The finalized Policies and Evaluation Criteria will be seen on a future agenda for Technical Advisory Committee, Citizens' Advisory Committee, and MPO Board approval.
