B. Task Work Order No. 1 to Agreement No. 26-04 for General Project Management Support in an Amount Not to Exceed $40,060

C. Task Work Order No. 2 to Agreement No. 26-04 for Communications and Content Creation in an Amount Not to Exceed $99,575

D. Task Work Order No. 3 to Agreement No. 26-04 for a Market Assessment in an Amount Not to Exceed $124,125

E. Task Work Order No. 4 to Agreement No. 26-04 for State of the Region in an Amount Not to Exceed $25,425

WHAT THIS ACTION ACCOMPLISHES:

Approval of this item will authorize the MPO to enter into Agreement No. 26-04 with The Brand Advocates, Incorporated to provide outreach support for the Broward MPO on a task-work-order basis and will issue Task Work Orders No. 1, 2, 3 and 4 under Agreement No. 26-04.

SUMMARY EXPLANATION/BACKGROUND:

The MPO's current agreement for public involvement and outreach support expires in December 2025. Having exhausted both extensions for the previous agreement, the MPO issued a Request for Proposals (RFP 26-04) for Government Public Involvement Services. Four firms responded: The Brand Advocates, Conceptual Communications, Goodman Public Relations, and Quest. Following the MPO's adopted procurement and the RFP's evaluation process, the highest ranked firm is The Brand Advocates.

Under the proposed Agreement No. 26-04 for Government Public Involvement Services, the consultant will provide services on a task-work-order basis. The cost of these task work orders, when issued, will be determined by the rate proposal provided by the firm and negotiated per task work order. The type, quantity, and value of task work orders are unknown at this time and there is no guarantee of work for this Agreement. Staff will follow the MPO Procurement Rules regarding the issuance of task work orders and ensure that they are within MPO budget parameters.

The term of the Agreement shall commence upon issuance of a Notice to Proceed and shall remain in effect for a three-year term with the MPO having the option to renew the Agreement for two one-year renewal periods. The total compensation amount for the services is not to exceed $5,000,000 for the full five-year term. For the proposed Agreement with The Brand Advocates, please see Attachment 1.

Contingent upon the approval of Agreement No. 26-04 by the MPO Board, MPO staff are also proposing the following four Task Work Orders under this Agreement:

TWO No. 1: General Project Management Support — This Task Work Order is for the purpose of planning, coordinating, and executing strategic communications initiatives that enhance the Broward MPO’s public information and outreach program. The Task Work Order provides for the services mentioned through June 30, 2026 in an amount not to exceed $40,060. For the proposed Task Work Order No. 1 with The Brand Advocates, please see Attachment 2.

TWO No. 2: Communications and Content Creation — This Task Work Order will continue and build upon the MPO's digital outreach strategies and expand the MPO's social media, newsletter, and public relations efforts. The Task Work Order provides for the services mentioned through June 30, 2026 in an amount not to exceed $99,575. For the proposed Task Work Order No. 2 with The Brand Advocates, please see Attachment 3.

TWO No. 3: Market Assessment — This study aims to explore and understand the lived experiences, perceptions, and meanings that individuals or groups associate with transportation infrastructure and systems. By employing qualitative methods, the study will provide in-depth insights into the context, motivations, and underlying patterns of behavior, attitudes, or beliefs surrounding transportation in Broward County and the metropolitan region. The primary objective of this study is to conduct a statistically significant, data-driven market analysis of transportation infrastructure and systems, identifying current trends, future demand projections, investment gaps, and user preferences. The results will inform strategic decision-making for infrastructure planning, funding allocation, and policy development. The Task Work Order for the study provides for the services mentioned above through June 30, 2026 in an amount not to exceed $124,125. For the proposed Task Work Order No. 3 with The Brand Advocates, please see Attachment 4.

TWO No. 4: State of the Region — This Task Work Order provides comprehensive strategic and operational support to plan, manage, and execute the MPO's State of the Region event. The Task Work Order provides for the services mentioned in the scope through October 31, 2026 for an amount not to exceed $25,425. For the proposed Task Work Order No. 4 with The Brand Advocates, please see Attachment 5.

MPO STAFF RECOMMENDATION(S):

MPO staff recommends approval of Agreement No. 26-04 with Cunningham Communications Consulting Company D.B.A. The Brand Advocates, Incorporated for Government Public Involvement Services in an amount not to exceed $5,000,000 and the issuance of Task Work Orders 1, 2, 3, and 4 under Agreement No. 26-04 for the amounts listed above.
