REQUESTED ACTION:
MOTION TO APPROVE MPO Regional Data and Transportation Analytics ("MRDATA") Task Work Order No. 4 Between Broward Metropolitan Planning Organization ("BMPO") and Deloitte Consulting LLP ("Consultant") for SMART Grant Documentation Support & Development of SMART METRO Data and AI Stewardship Entity in an Amount Not to Exceed $349,986.88
WHAT THIS ACTION ACCOMPLISHES:
Approval of this item will authorize the MPO to engage Deloitte Consulting LLP under the existing MPO Regional Data and Transportation Analytics ("MRDATA") Agreement No. 24-04 to support the SMART Grant project documentation activities and development of a data and AI stewardship entity to sustain SMART METRO, including but not limited to stakeholder engagement, organizational options, funding and resourcing, management and technical operations, and establishing performance monitoring and reporting.
SUMMARY EXPLANATION/BACKGROUND:
On October 12, 2023, the MPO Board approved Agreement No. 24-04 with Deloitte Consulting LLP to provide consultant services for MPO Regional Data and Transportation Analytics ("MRDATA") that will advance the MPO’s data, modeling, and operating capabilities on an as-needed basis. For the Agreement, please see Attachment 1.
On September 20, 2024, the United States Department of Transportation (USDOT) and MPO executed the Assistance Agreement for the Strengthening Mobility and Revolutionizing Transportation (SMART) Grant Stage 1, which focused on developing a prototype digital twin integrating transportation, land use, and infrastructure data to support scenario modeling and infrastructure planning, also known as “SMART METRO".
Under the proposed Task Work Order, the consultant will prepare and deliver all project materials, including datasets, software code, and documentation reports to ensure compliance with the USDOT requirements and define the options to create and sustain a Data and AI Stewardship Entity, including funding mechanisms, technical management, and collaborative functions necessary for its effective operation. The Entity intends to make SMART METRO a reliable, efficient, secure, and enduring asset to all users.
For more information on the proposed Task Work Order No. 4 with Deloitte Consulting LLP, please see Attachment 2. This Task Work Order provides for the services mentioned above until May 31, 2026, at a cost not to exceed $349,986.88. MPO and consultant staff will be available at the upcoming meeting to address any questions or comments.
