SUMMARY EXPLANATION/BACKGROUND:
The Florida Department of Transportation’s (FDOT) Local Agency Program (LAP) allows qualified local agencies to manage and deliver transportation projects that use federal-aid funds, while ensuring compliance with all applicable state and federal requirements. Through LAP, FDOT authorizes the local agency to oversee project design, permitting, right-of-way acquisition, construction, and contract administration, following established guidelines. FDOT provides oversight, training, and certification to ensure the local agency meets all regulatory, technical, and financial standards. This program streamlines project delivery by enabling local governments to directly manage federally funded transportation improvements on facilities they own or maintain, while still benefiting from FDOT’s technical support and quality assurance.
The FDOT will be transitioning five off-state system projects currently programmed in the Broward Metropolitan Transportation Improvement Program (TIP) to the Local Agency Program (LAP) for construction. To ensure a smooth transition, the Broward MPO and FDOT have coordinated a strategy to clearly define roles and responsibilities throughout project development. Under this strategy, FDOT will perform the Project Development and Environment (PD&E) phases, Right-of-Way (ROW) acquisition phases, and Design phases for projects requiring ROW. For two projects requiring conceptual development prior to PD&E, the Broward MPO will conduct feasibility studies.
The following projects are included in this transition:

4369801 – Pembroke Road from Douglas Road (SW 89 Avenue) to SR-817/University Drive – Requires ROW; FDOT will perform design.

4463811 – SW 130th Avenue from SW 8th Street to SR-84 – FDOT to manage PD&E.

4496431 – SW 148th Avenue from Bass Creek Road to Miramar Parkway – FDOT to manage PD&E.

4533241 – SE 2nd Street / Hibiscus Street / Church Street Extension from US-1 to Church Street – Broward MPO to perform feasibility study.

4533251 – E Orange Drive from Davie Road to SR-7 – Broward MPO to perform feasibility study.
This coordinated approach will help maintain project programming schedules, ensure technical readiness, and facilitate the successful delivery of these off-system improvements under the LAP framework. For the FY 2026-2030 TIP project pages, please see the Attachment.
