REQUESTED ACTION:

MOTION TO RECOMMEND BROWARD MPO APPROVE the Broward Safety Action Plan Technical Report

WHAT THIS ACTION ACCOMPLISHES:

Approval of this item will fulfill the conditions of the Grant Agreement for the use of the Safe Streets and Roads for All (SS4A) funding through the United States Department of Transportation (USDOT) and Federal Highway Administration.  

SUMMARY EXPLANATION/BACKGROUND:

In 2021, the Infrastructure Investment and Jobs Act (also referred to as the Bipartisan Infrastructure Law) established the SS4A Discretionary Grant Program and appropriated funds from the USDOT to implement the Program. The funds provide Federal financial assistance to support local initiatives that prevent deaths and serious injury on roads and streets. The Broward MPO and Broward County Government jointly applied for the SS4A Grant and received a $5 million award to develop the Broward Safety Action Plan (BSAP). Broward County provided a local match of $1.25 million in the form of in-kind services on three planning studies.

On April 10, 2025, the Broward MPO Board approved the BSAP Executive Plan. This action allowed local partners to apply for SS4A Implementation Grant funding during the 2025 funding cycle. At that time, MPO staff said they would continue to refine the project, policy, and program recommendations and return to the Board with updated information.

In February, MPO staff will seek Board approval of the proposed BSAP Technical Report, which, due to size, can be found on the BSAP OneDrive. The BSAP Technical Report contains the updated information, including additional details that the BSAP team developed since adoption of the BSAP Executive Plan. The BSAP Technical Report is a concise summary of the refined project, policy and program recommendations, such as the 11 Priority Corridor Concepts, eight Focus Plans, Broward County Local Match Projects, and additional deliverables, including Resources for Action. At the upcoming meeting, MPO staff will present the BSAP Technical Report document and address any questions or comments. For the PowerPoint Presentation, please see the Attachment.

MPO STAFF RECOMMENDATION(S):

MPO staff recommends approval of the proposed Broward Safety Action Plan Technical Report.
