Unified Planning Work Program Fiscal Year 2026/27 - Fiscal Year 2027/28 Call for Plans & Studies

SUMMARY EXPLANATION/BACKGROUND:

The MPO is requesting input from the public regarding potential transportation planning studies or programs that should be considered in the upcoming two-year Unified Planning Work Program (UPWP)/budget set to begin on July 1, 2026. For guidance on the types of transportation planning projects included in the UPWP, please see the current UPWP document at https://browardmpo.org/core-products/unified-planning-work-program-upwp-budget. Please submit your ideas to Carl Ema (contact information below) by February 6, 2026.

In addition to ideas and feedback, partner agencies conducting transportation planning studies, research, development, and technology related activities funded with other Federal or State and/or local funds should include these efforts in the MPO’s UPWP in accordance with 23 Code of Federal Regulations 420.111(e). For examples, please see Appendix E of the current UPWP at https://browardmpo.org/core-products/unified-planning-work-program-upwp-budget. These efforts are neither funded nor performed by the MPO and should include the following details:
  • Name of the study and a short description of work to be accomplished
  • The cost, or the approximate cost
  • The source(s) of funding used
  • The name of the lead agency
The Broward MPO’s fiscal year (FY) 2026/27 - FY 2027/28 Unified Planning Work Program (UPWP)/agency budget covers two years starting on July 1, 2026, and ending on June 30, 2028, and describes the transportation planning activities and studies to be performed by MPO staff, its consultants, and partner agencies (when applicable). Federal regulations require the development of a UPWP in metropolitan areas as part of the transportation planning process and that MPOs work in cooperation with the Florida Department of Transportation, transportation operating agencies, and local partners to develop the UPWP. A draft of the FY 2026/27 - FY 2027/28 UPWP will be available in early March 2026.

For more information, please see the Call for Plans & Studies flyer in Attachment 1 and PowerPoint in Attachment 2. Questions and comments will be addressed at the meeting.
