REQUESTED ACTION:

MOTION TO APPROVE Mobility Hubs Program Policies

WHAT THIS ACTION ACCOMPLISHES:

Approval of this action will adopt the Mobility Hubs Program Policies, which will allow staff to prepare to launch the first cycle of applications for Mobility Hubs funding.

SUMMARY EXPLANATION/BACKGROUND:

Mobility Hubs are defined as transit access points with frequent transit service, high development potential, and a critical point for trip generation or transfers within the transit system. The Mobility Hubs Program targets investments to promote transit ridership, improve first- and last-mile connectivity, seamlessly integrate different modes of transportation (walking, bicycling, transit and automobiles), and leverage public funds to spur economic development and encourage private investments.

MPO staff is working to establish a competitive application process to fund the implementation of future Mobility Hubs, including Master Plans and capital investments in design and construction. Staff is proposing new policies to allow for the launch of the first application cycle for grant funding. These policies follow the format of the existing Complete Streets and other Localized Initiatives Program Policies (where appropriate), thus maintaining the consistency between the various MPO funding programs. MPO staff is also developing the application and evaluation tool for ranking Mobility Hubs applications. The criteria for the Mobility Hubs Program evaluation provides an analysis of Market Readiness, Network Readiness, and Sponsor Readiness in line with the six criteria for project prioritization from the 2045 Metropolitan Transportation Plan. Market Readiness takes into consideration Accessibility, Economic Vitality, and Equity. Network Readiness considers Mobility, Environmental Stewardship, and Safety. Sponsor Readiness measures the ability and commitment of local agencies to deliver projects.

At the last meeting, MPO staff provided an overview of the proposed policies and collected feedback. At the upcoming meeting, MPO staff will make a brief presentation on the proposed Mobility Hubs Program Policies. For the PowerPoint presentation, please see the Attachment 2.

COMMITTEE RECOMMENDATION(S):

The Technical Advisory Committee and Citizens' Advisory Committee recommend approval of the amendments to the Mobility Hubs Program Policies.

MPO STAFF RECOMMENDATION(S):

MPO staff recommends approval of the proposed Mobility Hubs Program Policies. Questions and comments will be addressed at the meeting.
