REQUESTED ACTION:
MOTION TO APPROVE Amendments to the Broward Metropolitan Planning Organization Procurement Rules
WHAT THIS ACTION ACCOMPLISHES:
Approval of this action will amend the MPO's Procurement Rules to help ensure compliance with the latest Federal Transit Administration (FTA) requirements, update the document to ensure consistency with the Rules of the Broward MPO and current practices (the last update occurred in 2017), and fix minor formatting issues.
SUMMARY EXPLANATION/BACKGROUND:
MPO staff has conducted a review of the latest FTA requirements to ensure that internal policies remain compliant with current standards. The review included, among other things, potential updates to the MPO's Procurement Rules (last updated in 2017). Once these updates were identified, MPO staff worked with MPO General Counsel to add the necessary updates to the MPO's Procurement Rules as proposed Amendments.
While the bulk of the Amendments being proposed serve to strengthen the Procurement Rules with regard to the most recent standards from FTA, MPO staff saw this as an opportunity to make further updates to the document as well. In addition to the amendments already mentioned, MPO staff is proposing additional changes to the document that will bring it up to date and ensure future consistency with the latest Rules of the Broward MPO (which gets updated more frequently). Finally, the proposed Amendments will correct formatting errors that were present in previous versions of the document.
