MOTION TO RECOMMEND BROWARD MPO APPROVE Amendments to the Fiscal Year (FY) 2023 - 2027 Transportation Improvement Program (TIP):

WHAT THIS ACTION ACCOMPLISHES:

Approval of this action will add five projects and amend two projects (described below) in the adopted FY 2023 - 2027 TIP. No other projects in the TIP will be affected by the proposed Amendments.

SUMMARY EXPLANATION/BACKGROUND:

The Florida Department of Transportation (FDOT) is requesting to add one safety project, add four transit projects, and amend one intersection lighting project in the FY 2023-2027 TIP (See Items A-F). The safety project (A) was programmed as a result of a safety review and study that was conducted due to a fatal crash that occurred in 2018 at the intersection of State Road 814 and Banks Road. The focus of the study was to reduce the potential for non-daylight crashes. The transit projects (B-E) provide Federal Transit Administration (FTA) Section 5310 Operation Assistance to private non-profit organizations providing transportation services to seniors and/or people with disabilities. The intersection lighting project (F) length is being decreased by more than 0.5 miles and 20% since four intersection improvements are being absorbed by other programmed resurfacing projects. In addition to the FDOT amendments, BCT is requesting to amend one transit project (G) in the FY 2023-2027 TIP. Details for the seven projects are presented below.

A. FM# 4510821 SR-814/W ATLANTIC BOULEVARD AT BANKS ROAD:
The project provides $85,998 of "Advance Construction Safety Funds (ACSS)" and $22,324 of "Surface Transportation Program (STP), Any Area (SA)" funds to support a preliminary engineering (PE) phase to enhance lighting and perform a structural analysis to evaluate the feasibility of installing a left-turn-yield-on-green sign on the existing span wire support facing westbound left turns at the intersection.

B. FM# 4524571 FTA 5310 OPERATING – MIAMI UZA (BROWARD/WEST PALM) – BROWARD CHILDREN’S CENTER, INC:
The project provides Broward Children's Center, INC with $25,000 of FTA 5310 Program (DU) funds and $25,000 Local Funds (LF) to support operating for fixed route. 

C. FM# 4524591 FTA 5310 OPERATING – MIAMI UZA (BROWARD/WEST PALM) – SUNRISE COMMUNITY INC:
The project provides Sunrise Community Inc with $25,000 DU and $25,000 LF to support operating for fixed route. 
 
D. FM# 4524632 FTA 5310 DISTRICT CAPITAL – MIAMI UZA (BROWARD/WEST PALM) – CITY OF PEMBROKE PINES/SW FOCAL POINT, INC
The project provides CITY OF PEMBROKE PINES/SW FOCAL POINT, INC with $70 State Public Transportation Office (DPTO) funds, $560 DU funds and $70 LF to support capital improvements. 
 
E. FM# 4511381 FTA 5310 CAPITAL – MIAMI UZA (BROWARD/WEST PALM) – WOODHOUSE
The project provides Woodhouse with $11,113 DPTO funds, $88,905 DU and $11,114 LF to support capital improvements. 

F. FM#4469971 INTERSECTION LIGHTING RETROFIT IMPROVEMENT
The amendment proposes to remove four intersections from the project since the intersection improvements are being absorbed by other programmed resurfacing projects. As a result, the project length has decreased from 9.958 miles to 5.588 miles.
 
G. BCT Section 5339(b) Bus/Buses Facilities Program (Competitive)
The amendment request is for the construction of a new maintenance facility with access for bus parking on the roof instead of renovating the current building. The current maintenance building will be demolished and reconstructed at a different location within the site to enhance bus circulation and allow for additional buses to be accommodated and parked. Additionally, the amendment proposes to allocate an additional $139,444,750 from the Transportation Surtax Capital (TSC) Fund and $10,000,000 from FTA 5307 formula funds for site optimization, which will enable future expansion at the Copans Road Transit Operations and Maintenance facility. The approval of these funds by the Broward County Commission is contingent upon confirmation of the statutory eligibility of proposed additional expenditures by the Transportation Surtax Oversight Board. The Board is scheduled to take action on the matter on April 29, 2023, after which the funds will take effect. *Note* MPO staff is awaiting additional documentation from BCT for this TIP amendment request. Attachments will be added prior to the TAC/CAC meetings.

MPO STAFF RECOMMENDATION(S):

MPO staff recommends approval of the proposed TIP Amendments.
