REQUESTED ACTION:
MOTION TO APPROVE GPC Task Work Order No. 21 Between the Broward Metropolitan Planning Organization (“BMPO”) and Kimley-Horn & Associates, Inc. (“Consultant”) for Infrastructure Hardening: SR-A1A from Hallandale Beach Boulevard to South of Arizona Street in an Amount Not to Exceed $149,971.38
WHAT THIS ACTION ACCOMPLISHES:
Approval of this item will authorize the MPO to enter into an agreement with Kimley-Horn & Associates, Inc. to provide professional expertise and technical assistance implementing the MPO's Infrastructure Hardening framework study along State Road (SR)-A1A in the City of Hollywood from Hallandale Beach Boulevard to South of Arizona Street, as identified in the 2045 Metropolitan Transportation Plan (MTP).
SUMMARY EXPLANATION/BACKGROUND:
The MPO is requesting professional services through the MPO's General Planning Consultants (GPC)/Library of Services Providers to provide subject matter expertise and technical assistance with infrastructure hardening projects identified in the 2045 MTP. All work to be performed is consistent with the project scope and budget in the MPO's approved Unified Planning Work Program (Budget). The proposed Task Work Order No. 21 will provide planning assistance including technical analysis and the development of planning recommendations, conceptual plans, countermeasures, professional graphic design activities, and planning-level cost estimates for the development of an infrastructure hardening project for SR-A1A in the City of Hollywood from Hallandale Beach Boulevard to South of Arizona Street.
On February 13, 2025, MPO staff advertised to firms within the MPO's GPC/Library of Service Providers (consisting of Kimley-Horn & Associates, Inc.; Kittelson & Associates, Inc.; and Whitehouse Group Inc.) to provide these services. Two proposals were received. Three individual reviewers (two MPO staff members and one Florida Department of Transportation District Four staff member) reviewed and ranked the responses. On March 4, 2025, MPO staff evaluated the rankings and recommended to the Executive Director that contract negotiations begin with the overall highest ranked firm, Kimley-Horn & Associates, Inc. MPO staff entered into negotiations with Kimley-Horn & Associates, Inc. on March 11, 2025.
For the proposed Task Work Order No. 21 with Kimley-Horn & Associates, Inc., please see the Attachment. Task Work Order No. 21 provides for the services mentioned above until May 29, 2026 at a cost not to exceed $149,971.38. MPO and consultant staff will be available at the upcoming meeting to address any questions or comments.
