The LCB reviews the rate model worksheets for accuracy of local financial and operational data. The rate model is included in the local Transportation Disadvantaged Service Plan (TDSP) prior to July 1 of each year.

Each year, the Florida Commission for the Transportation Disadvantaged (CTD) reviews and approves prices charged by transportation operators for rides purchased in the Coordinated Transportation System. The rate approval process begins with completion of the rate model worksheets. The information put into the worksheets considers past, current, and projected costs and revenues associated with the area’s transportation services.

The rate model worksheets are updated each year to adjust for continuously changing factors related to capital equipment and replacement; local, state and federal subsidies that offset the cost of services; service demand changes; expenses that experience large changes, such as fuel; and anticipated or actual profits or losses. The CTC rate model worksheets for 2025-2026 are included in the Attachment.

The draft CTC rate model worksheets are initially sent to CTD staff for review and approval. The CTD review focuses on the most common procedural and utilization errors and a confirmation of projections related to CTD funding streams. Upon approval of the rate model by CTD staff, the worksheets are submitted to the LCB for each respective area.

CTC staff will be available to address any questions or comments on the revised rate model at the meeting.
