REQUESTED ACTION:
MOTION TO AUTHORIZE the MPO Executive Director and General Counsel to Execute an Agreement Between the Broward Metropolitan Planning Organization and a Firm Selected Through the General Planning Consultant Services Library for the Public Participation Plan (PPP) Update in an Amount Not to Exceed $100,000
WHAT THIS ACTION ACCOMPLISHES:
Approval of this item will allow the MPO to update the Public Participation Plan (PPP), a core product of the MPO that establishes guidelines and methods for soliciting public participation throughout the transportation planning process.
SUMMARY EXPLANATION/BACKGROUND:
The MPO’s Public Participation Plan (PPP) provides guidelines for achieving optimum public participation with assessment tools to evaluate the effectiveness of the Plan. Exemplary public participation begins early in the planning process and continues throughout each of the planning stages, helping to avoid, minimize, and mitigate project impacts while providing the best possible solutions. As part of the MPO’s certification process by the Federal Highway Administration and Federal Transit Administration, the PPP is required to be updated every four years. The MPO’s intent is to enhance public involvement and engagement regarding MPO initiatives, policies, services, and organizational awareness by updating the PPP.
In order to update the PPP, the MPO plans to utilize its General Planning Consultant Services Library (approved by the Board on April 14, 2022). On June 17, 2025, MPO staff advertised the PPP update by requesting proposals from the three firms that make up the Library. One proposal was received. At the time of mail out, MPO staff evaluated the rankings and recommended to the Executive Director that contract negotiations begin with the overall highest-ranked firm. The results from this evaluation will be presented to the Executive Committee at their upcoming meeting along with the name of the selected firm, scope of work for the project, and proposed fee (not to exceed $100,000).
