REQUESTED ACTION:

MOTION TO APPROVE GPC Task Work Order No. 23 Between Broward Metropolitan Planning Organization (“BMPO”) and Kimley-Horn & Associates, Inc. (“Consultant”) for Atlantic Boulevard Corridor Study from West of Powerline Road to I-95 in an Amount Not to Exceed $949,579.58

WHAT THIS ACTION ACCOMPLISHES:

Approval of this item will authorize the MPO to enter into an agreement with Kimely-Horn & Associates, Inc. to conduct a planning study that will evaluate roadway improvements along Atlantic Boulevard from west of Powerline Road to east of I-95, consistent with the 2050 Broward Metropolitan Transportation Plan (MTP).

SUMMARY EXPLANATION/BACKGROUND:

The Broward Metropolitan Planning Organization (MPO), through the 2050 Metropolitan Transportation Plan (MTP), has identified four transportation projects along Atlantic Boulevard that are located in close proximity to one another. This corridor, located within the City of Pompano Beach, plays a vital role in regional mobility and economic development, while also serving local communities. These projects include grade separation improvements, infrastructure hardening, and bicycle and pedestrian enhancements. To ensure that these efforts are coordinated and mutually supportive, the MPO proposes to utilize planning funds to conduct a comprehensive Atlantic Boulevard Corridor Study. The purpose of the Study is to assess current conditions and needs, and to identify the feasibility of improvement strategies that address safety, congestion management, operations, connectivity, infrastructure hardening, and support economic development. This Study will provide a unified framework to evaluate project consistency and maximize roadway benefits across the corridor. 
The identified projects from the 2050 MTP include:
  • MTP ID: FD050 - SR 814/Atlantic Boulevard at South Florida Rail Corridor - Grade Separation
  • MTP ID: BM114 - Atlantic Blvd @ Powerline Rd - Center Turn Overpass
  • MTP ID: BM139 - SR-814 Atlantic Boulevard from I-95 to Andrews Avenue - Infrastructure Hardening
  • MTP ID: BM057 - Atlantic Blvd from NW 31 Ave to NW 6th Ave - Bicycle/Pedestrian Enhancements
The MPO requested, through its General Planning Consultants (GPC)/Library of Service Providers, subject-matter expertise and technical assistance for the Corridor Study. The consultant will provide planning and pre-engineering services to support the development of the Atlantic Boulevard Corridor Study. The scope of services includes technical analysis, conceptual design development, stakeholder coordination, and public engagement. The Study’s outcomes will guide future project development, establish funding strategies, and support coordinated implementation with local, regional, and State partners.

On July 15, 2025, MPO staff advertised to the firms that make up the MPO's GPC/Library of Service Providers (which currently consists of Kimley-Horn and Associates, Inc.; Kittelson & Associates, Inc.; and Whitehouse Group Inc.) to provide these services. Two proposals were received which were then reviewed and ranked by three independent reviewers. Based on the final ranking, MPO staff recommended to the Executive Director that contract negotiations begin with the highest ranked firm, Kimley-Horn and Associates, Inc. Broward MPO staff entered into negotiations with Kimley-Horn and Associates, Inc. on August 7, 2025. 

For the proposed Task Work Order with Kimley-Horn and Associates, Inc, please see the Attachment. The Task Work Order provides for the services mentioned above until February 26, 2027 at a cost not to exceed $949,579.58. MPO and consultant staff will be available at the upcoming meeting to address any questions or comments.

MPO STAFF RECOMMENDATION(S):

MPO staff recommends approval of the proposed GPC Task Work Order No. 23 with Kimley-Horn & Associates, Inc. for Atlantic Boulevard Corridor Study from West of Powerline Road to I-95 in an amount not to exceed $949,579.58.
