REQUESTED ACTION:

MOTION TO APPROVE a Resolution of the Broward Metropolitan Planning Organization (BMPO) to Submit Comments to the Florida Department of Transportation (FDOT) Regarding Toll Free Access to Express Lanes for Electric Vehicles and Hybrid Vehicles; and Providing for an Effective Date

WHAT THIS ACTION ACCOMPLISHES:

Approval of this item will express the MPO Board's support for the reinstatement of the toll exceptions for electric and hybrid vehicles in express lanes.

SUMMARY EXPLANATION/BACKGROUND:

At the July 10, 2025, Broward MPO Board meeting, a member of the public provided comment (found in Attachment 1) on the sunsetting of the special toll exemptions for High Occupancy Vehicle lane privileges for electric and hybrid vehicles in express lanes. Senate Bill 1662, effective July 1, 2025, ended the special privileges for low-emission and hybrid vehicles on Florida highways, including toll exemptions. The MPO Board voted to bring a Resolution of Support for the reinstatement of the program to the September Board meeting.

The proposed Resolution 2025-02 reflects the direction of the MPO Board. For the Resolution, please see Attachment 2.
