SUMMARY EXPLANATION/BACKGROUND:
On June 11, 2020, the Broward MPO Board established an annual Metropolitan Transportation Plan (MTP) amendment cycle including an annual deadline for written amendment requests from partner agencies (November 10). As part of the annual MTP amendment cycle, MPO staff developed a four-step process to facilitate the review and processing of amendment requests:
Per the Annual MTP Amendment Process shown above, four agencies met with MPO staff and discussed proposed MTP Amendments (Step 1). Ultimately, two agencies were able to continue to Step 2 of the process where the Amendment requests will be presented to the MPO's advisory committees and Board: the Florida Department of Transportation (FDOT) District Four and Broward County Transit (BCT). FDOT District Four requested five Amendments to the 2050 MTP, BCT requested four Amendments to the 2050 MTP, and the Broward Safety Action Plan (BSAP) study led by the MPO through a Safe Streets and Roads for All (SS4A) Grant, after undergoing a rigorous safety analysis process, selected 11 priority corridors for consideration as Amendments to the 2050 MTP, subject to obtaining resolutions of support and financial feasibility. Below is a listing of the requested Amendments by agency:
FDOT Amendment Requests
BSAP/SS4A Amendment Requests
BCT Amendment Requests
A presentation (provided in the Attachment) listing all the requested Amendments will be provided at the meeting to ensure that the MPO's advisory committees and MPO Board are given the opportunity to comment and provide feedback on the requested Amendments. Following this presentation, partner agencies can formally submit their request for Amendments to the MPO by November 10, 2025 (Step 3) and MPO staff will review and process these Amendments for final MPO Board adoption in February 2026 (Step 4).
MPO staff as well as staff from FDOT and BCT will be available at the upcoming meeting to answer any additional questions related to the MTP Amendment requests.
