MOTION TO APPROVE Amendments to the Fiscal Year (FY) 2026-2030 Transportation Improvement Program (TIP):
A. Amend three projects:
   1. FM# 4515762 TRAFFIC SIGNAL MAST ARM (TSMA) REPLACEMENT PROJECT BROWARD COUNTY
   2. FM# 4549751 SW 7TH AVENUE BRIDGE REHABILITATION
   3. FM# 4439781 SHADY BANKS AND TARPON RIVER NEIGHBORHOOD VARIOUS LOCATIONS
B. Remove two projects:
   1. FM# 4549741 SAMPLE ROAD BRIDGE REPLACEMENT PLANNING
   2. FM# 4515731 FT. LA/HOLLYWOOD INT'L AIRPORT AIRFIELD ELECTRICAL VAULT (DESIGN) 

Approval of the proposed TIP Amendments will amend three projects and remove two projects from the existing FY 2026 TIP. No other projects in the TIP will be affected by the proposed Amendments.

The Florida Department of Transportation (FDOT) is seeking approval to amend three projects and remove two projects from the FY 2026-2030 TIP. The specifics of the projects are outlined below:

A. The following projects are proposed to be amended:

1. FM# 4515762 TSMA REPLACEMENT PROJECT BROWARD COUNTY - The Amendment proposes reducing the project length from 15.7 miles to 3.811 miles, following a refinement of project limits at intersections during the design phase. This reduction exceeds the allowable adjustment threshold of 20% or 0.5 miles, thereby requiring a formal TIP amendment. Additionally, the construction phase funding is proposed to increase from $1,689,163 to $3,250,194.
2.  FM# 4549751 SW 7TH AVENUE BRIDGE REHABILITATION - This Amendment proposes reallocating $500,000 in FY 2024 Congressional Discretionary (CD24) funds—originally designated for preliminary engineering design—to support construction engineering and inspection (CEI) services.
3. FM# 4439781 SHADY BANKS AND TARPON RIVER NEIGHBORHOOD VARIOUS LOCATIONS - The proposed Amendment corrects a measurement error in the project length, revising it from 1.161 miles to 1.787 miles. It also updates the construction phase schedule, shifting funding from FY 2026 to FY 2027.

B. The following two projects are proposed to be removed:

1. FM# 4549741 SAMPLE ROAD BRIDGE REPLACEMENT PLANNING - This Amendment proposes the removal of the project from the TIP at the request of FDOT and the City of Lighthouse Point. The $1 million Federal appropriation is limited to planning-related activities due to the inclusion of the term "planning" in the project description. Consequently, the funds cannot be used for construction or CEI activities under the current language.
2. FM# 4515731 FT. LA/HOLLYWOOD INT'L AIRPORT AIRFIELD ELECTRICAL VAULT (DESIGN) - This Amendment was presented for removal at the September Board meeting; however, the Board deferred action on this project to its October 30, 2025 meeting. At the direction of the Broward County Aviation Department (BCAD), the project has been removed from the Work Program. This decision aligns with other projects planned for a later phase under the broader Broward County Aviation Master Plan. The project remains eligible for reinstatement into the Work Program upon request from BCAD.

As one of two projects deferred during the September Board meeting, FM# 4515741 FLL/HOLLYWOOD INT'L AIRPORT TAXILANE ADG III SERVING WESTSIDE PARCELS was initially presented for removal. However, the Board postponed action on this item to its upcoming meeting on October 30, 2025. Subsequently, on September 25, 2025, the Broward MPO received a follow-up request from FDOT to place the deletion of this project on hold pending further decisions. For additional details, please refer to Attachment 2.

At the upcoming meeting, MPO staff and FDOT staff will be available to address any questions or comments. 

The Technical and Citizens' Advisory Committees recommended approval of the proposed TIP Amendments.

MPO staff recommends approval of the proposed TIP Amendments. No other projects in the TIP will be affected by the proposed Amendments.
