SUMMARY EXPLANATION/BACKGROUND:
The Florida Department of Transportation’s (FDOT) Local Agency Program (LAP) allows qualified local agencies to manage and deliver transportation projects that use Federal-aid funds, while ensuring compliance with all applicable State and Federal requirements. Through LAP, FDOT authorizes the local agency to oversee project design, permitting, right-of-way (ROW) acquisition, construction, and contract administration, following established guidelines. FDOT provides oversight, training, and certification to ensure the local agency meets all regulatory, technical, and financial standards. This Program streamlines project delivery by enabling local governments to directly manage Federally funded transportation improvements on facilities they own or maintain, while still benefiting from FDOT’s technical support and quality assurance.
FDOT will be transitioning five off-state system projects currently programmed in the Broward MPO's Transportation Improvement Program to the LAP for construction. To ensure a smooth transition, the Broward MPO and FDOT have coordinated a strategy to clearly define roles and responsibilities throughout project development. Under this strategy, FDOT will perform the Project Development and Environment (PD&E) phases, ROW acquisition phases, and Design phases for projects requiring ROW.
The following projects are included in this transition:

4369801 – Pembroke Road from Douglas Road (Southwest 89th Avenue) to State Road (SR) 817/University Drive – Requires ROW; FDOT will perform design.

4463811 – Southwest 130th Avenue from Southwest 8th Street to SR 84 – FDOT to manage PD&E.

4496431 – Southwest 148th Avenue from Bass Creek Road to Miramar Parkway – FDOT to manage PD&E.

4533241 – Southeast 2nd Street / Hibiscus Street / Church Street Extension from US 1 to Church Street – Broward MPO to coordinate with Local Agency on an appropriate course of action.

4533251 – East Orange Drive from Davie Road to SR 7 – Broward MPO to coordinate with Local Agency on an appropriate course of action.
To provide greater clarity and alignment on upcoming off-system improvements under LAP, the MPO, FDOT, and Metro Transportation Engineering & Construction Cooperative (MTECC) staff will deliver coordinated presentations. MPO staff will present an overview of the historical transition of off-system projects into the LAP framework and introduce the new projects slated for inclusion. This integrated approach is designed to uphold project programming timelines, enhance technical preparedness, and ensure the successful implementation of off-system initiatives within the LAP structure. MPO, FDOT, and MTECC staff will be available at the upcoming meeting to address any questions or comments.
