REQUESTED ACTION:

MOTION TO RECOMMEND BROWARD MPO APPROVE an Amendment to the Fiscal Year 20262030 Transportation Improvement Program:
1. FM# 4481021 SFRTA ROLLING STOCK SEFTC TRIP

WHAT THIS ACTION ACCOMPLISHES:

Approval of the proposed Transportation Improvement Program (TIP) Amendment will amend one project in the fiscal year (FY) 2026–2030 TIP. No other projects in the TIP will be affected by the proposed Amendment.

SUMMARY EXPLANATION/BACKGROUND:

The Broward MPO requests approval for an Amendment to the FY 2026–2030 TIP. Project details are as follows:

FM# 4481021 SFRTA ROLLING STOCK SEFTC TRIP — For over five years, the South Florida Regional Transportation Authority (SFRTA) has been working to update its aging locomotives and passenger cars. Replacing this rolling stock is critical, as much of the fleet is nearing the end of its useful life, posing risks to system safety and reliability. The total project cost is estimated at $205 million and has been a multi-year collaborative funding effort that includes: a $71.7 million Federal Transit Administration grant awarded in 2023; funding from SFRTA, Broward MPO, Miami-Dade Transportation Planning Organization (TPO), Palm Beach MPO; and FDOT-TRIP funds directed by Southeast Florida Transportation Council.

Phase I of the project budgeted $56 million ($8 million per unit) to purchase seven new locomotives. Due to current economic conditions and Federal requirements, vendor negotiations revealed a price increase closer to $12 million per unit, creating a $28 million shortfall. To bridge this gap, SFRTA’s MPO partners in Broward, Palm Beach, and Miami-Dade collaborated on a multi-year funding plan to assist in covering a portion (not all) of the cost increase as follows:

  • Broward MPO: $7.5 million (FY 2026)

  • Miami-Dade TPO: ~$4.3 million (FY 2028)

  • Palm Beach MPO: ~$10 million (FY 2031–32)

This TIP amendment allocates an additional $7.5 million in FY 2026.

No other projects in the TIP will be affected by the proposed Amendment.
