REQUESTED ACTION:

PUBLIC MEETING AND MOTION TO RECOMMEND BROWARD MPO APPROVE Amendments to the 2050 Metropolitan Transportation Plan

WHAT THIS ACTION ACCOMPLISHES:

As per Federal requirements, adding, deleting, or major changes to existing projects, funding, or language within an adopted Metropolitan Transportation Plan (MTP)’s cost feasible plan require amendments to be made to that MTP. Approval of this item adopts the proposed Amendments, described below, into the Broward MPO's 2050 MTP.

SUMMARY EXPLANATION/BACKGROUND:

On December 12, 2024, the Broward MPO Board adopted its 2050 Metropolitan Transportation Plan (MTP), known as Route to 2050. Consistent with Federal law (23 Code of Federal Regulations [CFR] § 450.104), any major changes to an MTP's cost feasible plan (project addition, project deletion, or significant changes to an existing project scope, cost, or implementation time frame) require an MTP amendment. According to the CFR, an amendment to the MTP "requires public review and comment and a redemonstration of fiscal constraint."

On June 11, 2020, the Broward MPO Board voted to amend the MPO Rules to establish an annual MTP amendment cycle. The annual MTP amendment cycle created a four-step process in order to amend the MTP. The four steps include: 1. Meeting with MPO staff to discuss the proposed amendment (May to July); 2. Present project to MPO Technical Advisory Committee (TAC), Citizens' Advisory Committee (CAC) and Board (August to October); 3. Submit formal MTP amendment request (November 10); 4. Staff review for fiscal constraint and final Board approval (November to February).

The first annual 2050 MTP amendment request cycle closed on November 10, 2025. The Florida Department of Transportation (FDOT), District Four, and Broward County Transit (BCT) successfully followed the MTP amendment process and submitted timely Amendment requests. The Broward MPO also proposed Amendments to the 2050 MTP to include Broward Safety Action Plan projects. As required in step two of the Broward MPO MTP amendment process, an overview of Amendment requests was provided at the August 27, 2025 TAC and CAC meetings as well as the September 4, 2025 MPO Board meeting. 

MPO staff reviewed all MTP Amendment requests in accordance with the Florida LRTP Amendment Thresholds guidance document published by the FDOT and Federal Highway Administration (found here: https://www.fdot.gov/docs/default-source/planning/Policy/metrosupport/Resources/lrtpthreshhold.pdf) to identify which projects would require a formal MTP amendment. 
 A list of the final MTP Amendments, organized by the sponsor agency, can be found below:

FDOT:
1.  Amend the MTP to remove project from the Cost Feasible Plan – Pines Boulevard at I-75: Park and Ride Lots for I-75 Express Buses (Highways & Freight Program ID# FD020)
2.  Amend the description in the MTP and add project to the Cost Feasible Plan – I-95 Truck Parking Facility (Highways & Freight Program ID# BM090)
Description: from “I-95 Truck Parking Facility” to “Broward Blvd Truck Parking Expansion Broward Blvd. at I-95”
Cost: “2026-2030: $13,835,669”
3. Amend timeframe, cost and description of project in the MTP – SR-84 at Florida East Coast Corridor Crossing (Highways & Freight Program ID# SI032)
Timeframe/Cost: from “2041-2050: $6,000,000 to “2026-2030: $6,600,000”
Description: from “SR-84 at Florida East Coast Corridor Railway” to “SR-84 at Florida East Coast Corridor Crossing from SW 4th Ave to East of US 1”

Broward MPO:
  1. Amend the MTP to add project to the Cost Feasible Plan – Miramar Parkway from SW 172 to Dykes Rd Bike Lane/Sidewalk (Roads for Families Program ID# BM189)
    • Cost: 2026-2030: $779,400; 2031-2035: $14,393,373
  2. Amend the MTP to add project to the Cost Feasible Plan – Sistrunk Blvd from NW 27TH Ave to Andrews Ave (Safety Program ID# AP004)
    • Cost: 2026-2030: $1,209,226; 2031-2035: $15,709,516
  3. Amend the MTP to add project to the Cost Feasible Plan – NW 19th St from NW 43rd Ter to NW 31st Ave (Safety Program ID# AP006)
    • Cost: 2031-2035: $1,405,852; 2036-2040: $18,173,448
  4. Amend the MTP to add project to the Cost Feasible Plan – SW 10th St from I-95 to Dixie Hwy (Safety Program ID# AP007)
    • Cost: 2036-2040: $1,670,304; 2041-2050: $23,508,763
BCT:
  1. Amend the MTP to add project to the Cost Feasible Plan – Broward County Transit Oakland Park Blvd Bus Rapid Transit (Economic Development Program ID # BT001)
    • Description: “15 miles of Bus Rapid Transit from A1A to Sawgrass Mills”
    • Cost: 2026-2030: $284,000,000
  2. Amend the MTP to add project to the Illustrative Plan* – Broward County Transit Broward Commuter Rail (BCR) North
    • Description: “15.5 miles extension initial of BCR South between BCR South northern terminus station at Broward Health in south Fort Lauderdale and Deerfield Beach near SW 2nd St./Hillsboro Blvd”
    • Cost: 2026-2030: $20,000,000
    • Note: Total project cost estimated at $1,200,000,000 (design and construction phases funded through a combination of local funds and Federal and State grants)
  3. Amend the MTP to add project to the Illustrative Plan* – Broward County Transit Powerline Rd Bus Rapid Transit 
    • Description: “10.5 miles of Bus Rapid Transit along Powerline Road between Broward Blvd to Sample Rd.”
    • Cost: 2026-2030: $7,500,000
    • Note: Total project cost estimated at $198,000,000 (design and construction phases funded through a combination of local funds and Federal and State grants)
  4. Amend the MTP to add project to the Illustrative Plan* – Broward County Transit University Dr Bus Rapid Transit
    • Description: “16 miles of Bus Rapid Transit along University Drive between Commercial Blvd to County Line Rd”
    • Cost: 2026-2030: $8,800,000
    • Note: Total project cost estimated at $334,000,000 (design and construction phases funded through a combination of local funds and Federal and State grants)
* Note: Illustrative Plan projects are not considered cost feasible since they are not generally fully funded, but rather have a portion of the funding committed (usually local and/or State). Inclusion in the Illustrative Plan (a Federally recognized planning document) allows the project sponsor to pursue Federal funding, often through a competitive grant process. 

The proposed Amendments will not adversely impact the cost feasibility of the 2050 MTP.

The proposed MTP Amendments (listed above) were advertised in the Sun Sentinel on January 12, 2026, consistent with the MTP amendment public outreach goals specified in the Broward MPO's Public Participation Plan (found here: https://www.browardmpo.org/images/WhatWeDo/PPP/BMPO_PPP_Report_2022_Feb13.pdf). In addition, the Amendments have also been included using "strikethrough-and-underline" text in the existing 2050 MTP document. The newspaper advertisement and draft amended 2050 MTP document can be found at www.Routeto2050.org.  

Per Federal regulations, a public review and comment period is provided for the Amendments listed above. Opportunities for the public to speak will be provided at the January 28, 2026 meetings of the TAC and CAC and the February 12, 2026 MPO Board meeting. MPO and agency staff will be available at the meetings to answer any questions.
 

MPO STAFF RECOMMENDATION(S):

MPO staff recommends approval of the proposed Amendments to the 2050 MTP.
