REQUESTED ACTION:
MOTION TO RECOMMEND BROWARD MPO APPROVE the Draft Fiscal Year 2027 - Fiscal Year 2028 Unified Planning Work Program for Submittal to Funding Agencies for Review
WHAT THIS ACTION ACCOMPLISHES:
Approval of this item will allow MPO staff to submit the draft Unified Planning Work Program (UPWP) to funding agencies for review and receive feedback from Federal and State agencies as to the appropriateness of the transportation programs, projects, MPO staff activities and funding expenditures identified in the document before its final approval by the MPO Board in May.
SUMMARY EXPLANATION/BACKGROUND:
The UPWP is a statement of work identifying the planning priorities and activities to be carried out within a metropolitan planning area. The fiscal year (FY) 2027 - FY 2028 UPWP covers two years starting on July 1, 2026 and ending on June 30, 2028. In addition to the Transportation Improvement Program and the Metropolitan Transportation Plan, the UPWP is required to maintain MPO Federal and State certification.
As an outline of staff activities and efforts, the UPWP serves as a two-year annual budget of time and funding requirements. Tasks are provided that identify the required activities to achieve objectives, along with associated work products and previous major accomplishments. In addition, financial participation by funding agencies and the responsible agencies for completing each Task are identified. The UPWP documents Federal, State, and local participation in the continuing, comprehensive and cooperative transportation planning process. This process includes the wider region, reflecting the MPO's broader responsibilities as one of three MPOs designated for a single urbanized area known as the Miami Urbanized Area.
Over the last couple of months, MPO staff requested input regarding activities, subjects, and/or planning studies for consideration in the upcoming UPWP. With this input, the draft FY 2027 - FY 2028 UPWP was developed in accordance with Federal and State guidance. Please note that if some feedback/input received was not necessarily applicable to MPO functions, MPO staff takes steps to forward this input to appropriate partner agencies for consideration. Other feedback received, including non-MPO planning activities, was incorporated into the UPWP where feasible or transmitted to MPO staff for follow up.
The draft FY 2027 - FY 2028 UPWP is available for review at https://www.browardmpo.org/core-products/unified-planning-work-program-upwp-budget. Once approved by the MPO at their March 12, 2026 meeting, the draft UPWP will be submitted to Federal and State funding agencies for review and comment. The final FY 2027 - FY 2028 UPWP, incorporating Federal and State feedback, will be provided for consideration at the April 22, 2026 Technical Advisory Committee and Citizens' Advisory Committee meetings. The MPO will take final action at the May 14, 2026 meeting and the final UPWP will be submitted to funding agencies for final approval. Federal and State approval of the final UPWP is expected by June 30, 2026.
