Broward Safety Action Plan Policy Analysis

SUMMARY EXPLANATION/BACKGROUND:

The Broward MPO approved the Broward Safety Action Plan (BSAP) Technical Report on February 12, 2026. One of the required components of the Safety Action Plan is Policy and Process Changes. This component includes an assessment of current policies, plans, guidelines, and/or standards to identify opportunities to improve how processes prioritize safety; and, a discussion of implementation through the adoption of revised or new policies, guidelines, and/or standards. Note: This may include existing and/or recommended Complete Streets policy, guidelines for community engagement and collaboration, policy for prioritizing areas of greatest need, local laws (e.g., speed limit), design guidelines, and other policies and processes that prioritize safety.

The BSAP Policy Analysis document, which, due to size, can be found on the BSAP OneDrive, contains Existing Policy Analysis, Proposed Policy Recommendations, and a Coordination Framework that outlines the roles of the Broward MPO, Broward County Government and municipal governments in advancing safety policy and regulatory alignment. The appendices include a Local Policy Inventory that documents the current status of Complete Streets, Vision Zero and Safe Systems Approach adoption among the municipal governments in Broward and an analysis of national and state Best Practices.

The BSAP Policy Analysis will serve as a foundation for future action from local governments and for review from the Oversight Committee. This Committee will help monitor implementation of the BSAP recommendations and review the Annual Report Card, which is a requirement of the grant funding.

At the upcoming meeting, MPO staff will present an update on the BSAP Policy Analysis document and address any questions or comments. For the PowerPoint presentation, please see the Attachment.
