REQUESTED ACTION:
MOTION TO RECOMMEND BROWARD MPO APPROVE Updates to the Broward MPO's Title VI Program & Limited English Proficiency Plan
WHAT THIS ACTION ACCOMPLISHES:
Approval of this item will result in a recommendation being made to the MPO Board to approve the MPO's updated Title VI Program & Limited English Proficiency (LEP) Plan.
SUMMARY EXPLANATION/BACKGROUND:
The purpose of the Title VI Program (and the included LEP Plan) is to describe the measures taken by the MPO to assure compliance with the rules and regulations associated with Title VI. Federal Transit Administration (FTA) guidance on this topic (effective October 1, 2012) is provided in FTA Circular 4702.1B. This guidance is intended to help recipients of FTA funding better understand and comply with Title VI of the Civil Rights Act of 1964, which protects people from discrimination based on race, color, or national origin in programs or activities that receive Federal financial assistance.
The Broward MPO first established its Title VI Program in December 2011 and, in keeping with requirements, has continually updated it every three years, with the last update being submitted in June 2023. It is required to update the Program 60 days prior to the expiration of the current Program, which is January 31, 2027. The draft of the MPO’s updated Title VI Program & LEP Plan can be found at https://browardmpo.org/title-vi.
At the upcoming meeting, a brief presentation on the MPO's updated Title VI Program & LEP Plan will be provided, and questions and comments will be addressed. For the PowerPoint presentation, please see the Attachment.
