REQUESTED ACTION:

MOTION TO RECOMMEND BROWARD MPO APPROVE the Draft Fiscal Year 2027 List Of Priority Projects

WHAT THIS ACTION ACCOMPLISHES:

Approval of this item will provide a recommendation to the MPO Board to approve the MPO's Fiscal Year (FY) 2027 funding priorities as presented in the List of Priroty Projects (LOPP), which includes the Broward MPO and Florida's Turnpike Enterprise (FTE) priorities. The LOPP will be used by the Florida Department of Transportation (FDOT) to program funding in the fifth year of the FDOT Work Program to the highest priority projects.

SUMMARY EXPLANATION/BACKGROUND:

The LOPP is a core product of the MPO that serves as a bridge between the MPO’s Metropolitan Transportation Plan (MTP) and the Transportation Improvement Program (TIP). The MPO is required to develop an LOPP in coordination with FDOT District Four planning staff to set funding priorities for Federal and State funds within our region. The List is submitted to FDOT District Four annually by August 1 (s.339.175 (8)(a) and (b), Florida Statutes). FDOT uses the LOPP to develop the Draft Tentative Work Program that is presented to the MPO each fall, which in turn is used to develop the following year's TIP. The FY 2027 LOPP will be used to develop the FY 2028-FY 2032 Draft Tentative Work Program and the FY 2028-2032 TIP.

After the last meeting, Broward staff collaborated with planning partners and made the following changes to the draft LOPP:
  1. Economic Development Program Priority 07 – New Automated Fare Collection System (AFCS) (Broward): is underway using South Florida Regional Transportation Authority (SFRTA) funds. Because the $2,197,120 in PE funding is no longer required, the program direction changed from "Program PE in 2032" to "Program Construction in 2032."
  2. Economic Development Program Priority 17 — Electrification of the SFRC: Because this project along the South Florida Rail Corridor (SFRC) requires further collaboration among partners, the "Collaboration Among Partners" readiness criterion has been updated from "Yes" to "No."
  3. Highway & Freight Program Priority 21 - Plantation Midtown Bridge from SW 17th Street to SR 84: The lead agency, Plantation, was added.
  4. Infrastructure Hardening Program Priority 16 — SR-A1A SOUTH OF ARIZONA ST TO THE BROWARD/MIAMI-DADE COUNTY LINE - FM# 4534312: To align with the FY 2027 FDOT Draft Tentative Work Program, $250,000 was added to FY 2028 for the Project Development and Environment phase, reducing the remaining funding need from $402,500 to $150,000. Additionally, the extra description changed from "Conduct study to determine INFRASTRUCTURE HARDENING improvements. Recommendation to hold off on funding further studies until Infrastructure Hardening Plan is complete with new proposed projects." to "Conduct study to determine Infrastructure Hardening improvements."
The draft FY 2027 LOPP was presented at the April meeting and MPO staff is now seeking approval of the LOPP.
