REQUESTED ACTION:
MOTION TO RECOMMEND BROWARD MPO APPROVE an Amendment to the Fiscal Year 2027-2031 Transportation Improvement Program: Florida Department of Transportation - Roll Forward Report With Staff Recommendations
WHAT THIS ACTION ACCOMPLISHES:
Approval of the proposed Transportation Improvement Program (TIP) Amendment will "roll forward" projects from the current Florida Department of Transportation (FDOT) Work Program into the newly approved fiscal year (FY) 2027 - 2031 (FY 2027) TIP (approved by the Broward MPO Board on July 9, 2026) as part of a routine, annual process.
SUMMARY EXPLANATION/BACKGROUND:
The proposed Amendment, requested by FDOT, seeks to incorporate the FY 2027 Roll Forward Report into the recently adopted FY 2027 TIP of the MPO. This addition is a regular, annual process that ensures internal consistency between the newly approved TIP by the MPO Board on July 9, 2026, and FDOT's Work Program, which was approved by the MPO Board on October 30, 2025.
Projects listed in the Roll Forward Report were not authorized and encumbered before June 30, 2026, and are therefore automatically carried forward into the next FY's Work Program. However, this automatic rollover does not apply to the TIP, and projects are instead incorporated through this amendment process. As the first amendment to the newly adopted TIP, the FY 2027 Roll Forward Report, along with MPO staff recommendations, are included in Attachment 1 and 2, respectively. Prior to adoption, MPO staff recommends modifying two projects, adding two projects, and removing one project in the proposed Roll Forward Report TIP Amendment:

- FM# 4356881, SECTION 5339 FORMULA SO FL REGIONAL TRANS AUTH MIAMI UZA LARGE URBAN (page 111 in Attachment 1) — After coordinating with the South Florida Regional Transportation Authority (SFRTA), MPO staff recommends: (1) adjusting the funding amount for FY 2027 from $1,105,000 to $2,287,224 to accurately reflect the roll forward funding amount, (2) adjusting the funding amount for FY 2028 from $545,000 to $620,504, FY 2029 from $545,000 to $639,119, FY 2030 from $1,092,000 to $658,293, and FY 2031 from $545,000 to $678,042, to accurately reflect the annual Federal Transit Administration allocation, and (3) removing the duplicate entry on page 122.
- FM# 4522401, BROWARD COMMUTER RAIL (BCR) SOUTH (on page 113 in Attachment 1) — Add extra description "FTA funds shown on the project are contingent on securing FTA Small Starts Grant. Based on Title 23 CFR § 450.326 (j), the FTA funding is displayed for illustrative purposes only. LF funds were approved at the June 13, 2023, Broward County Commission Regular Meeting (Item 18)."
- FM# 4546011, SECTION 5337 FORMULA SO FL REGIONAL TRANS AUTH MIAMI UZA LARGE URBAN (on page 116 in Attachment 1) — Upon coordination with SFRTA, the project funds have been obligated. Consequently, MPO staff recommends removing the project from the Roll Forward Report.
- FM# 4336111, SECTION 5337 FORMULA SO FL REGIONAL TRANS AUTH MIAMI UZA LARGE URBAN — Following coordination with the SFRTA, MPO staff recommends adding the project to the Roll Forward Report to carry forward $28,444,839 from FY 2025 and $29,847,490 from FY 2026 into FY 2027, bringing the total funding for FY 2027 to $88,139,819.
- FM# 23268542, SECTION 5307 FORMULA SO FL REGIONAL TRANS AUTH MIAMI UZA LARGE URBAN — Following coordination with the SFRTA, MPO staff recommends adding the project to the Roll Forward Report to carry forward $30,185,677 from FY 2025 and $30,869,078 from FY 2026 into FY 2027, bringing the total funding for FY 2027 to $91,923,833.

MPO staff recommends approval of the proposed TIP Amendment.
