REQUESTED ACTION:
MOTION TO APPROVE an Amendment to the Fiscal Year 2027–2031 Transportation Improvement Program:
FM# 2027002 - NE 3rd Avenue from NE 48th Street to Sample Road
WHAT THIS ACTION ACCOMPLISHES:
Approval of the proposed Transportation Improvement Program (TIP) Amendment will add one project to the fiscal year (FY) 2027–2031 TIP. No other projects in the TIP will be affected by the proposed Amendment.
SUMMARY EXPLANATION/BACKGROUND:
The City of Deerfield Beach is requesting approval to add one project to the FY 2027-2031 TIP. The specifics of the project are outlined below:
FM# 2027002 NE 3rd Avenue from NE 48th Street to Sample Road — The City of Deerfield Beach was awarded Safe Streets and Roads for All implementation grant funding for the implementation of Northeast 3rd Avenue from Northeast 48th Street to Sample Road, an approximately 0.7-mile corridor improvement project identified in the Broward MPO's Complete Streets Master Plan and High Injury Network. The corridor experienced 496 crashes over a five-year period, resulting in 117 injuries and three fatalities.
The project proposes permanent multimodal and safety improvements such as high-visibility crosswalks, intersection treatments, curb and sidewalk extensions, mid-block crossings, protected bicycle facilities, educational signage, and the repurposing of vehicular travel lanes. A pilot of the improvements was implemented in December 2021 as the inaugural B-Tactical quick-build project, utilizing low-cost materials to test the proposed multimodal enhancements.
The City has secured grant funding to advance the project through engineering, design, and construction. To demonstrate planning consistency and meet the grant requirements, the project must be incorporated into the FY 2027–2031 TIP. The proposed Amendment will establish the project in the TIP and demonstrate planning consistency of the awarded grant funds in the appropriate fiscal year(s) and project phase(s), including any applicable local match.
