Call to Order and Recognition of Quorum
Meeting was called to order at 6:00 p.m. and it was noted a quorum was present.

Roll was called.

Approval of Minutes - September 23, 2020
 
Committee members did not discuss the item. No members of the public spoke. Motion made by Ralph Caraglia, seconded by Patience Cohn to Approve. The motion was passed by unanimous consent.

Approval of Agenda

Committee members did not discuss the item. No members of the public spoke. Motion made by John Michael Perez, seconded by Tom Lander to Approve. The motion was passed by unanimous consent.

Bryan Calekta of MPO staff gave a presentation on this item. Committee members discussed the item including impacts from COVID-19, criteria for eligible surtax projects, and requesting a representative from the County or Oversight Committee to come speak to the CAC. No members of the public spoke.
A Motion was made to request a representative from the County or Oversight Committee to come speak to the CAC.
Motion made by Tom Lander, seconded by Fern Goodhart. The motion was passed by unanimous consent.

MOTION TO APPROVE the 2021 CAC Meetings Schedule
 
There was no discussion by the committee members present. No members of the public spoke. Motion made by Fern Goodhart, seconded by Justin Proffitt, to Approve. The motion was passed by unanimous consent.

PUBLIC MEETING AND MOTION TO RECOMMEND BROWARD MPO APPROVE an Amendment to the 2045 Metropolitan Transportation Plan (MTP)
 
A. Amend Scope and Description in the MTP – SR 869 (Sawgrass Expwy) Project from MP 18 - US 441/SR-7 to MP 22 - Powerline Rd (Reference ID #15)
 
Peter Geis of MPO staff gave a presentation on this item. Committee members discussed the item including the project scope and managed lanes. No members of the public spoke. Motion made by Michael Smith, seconded by Dave Fletcher, to Approve. The motion was passed by unanimous consent.
 
3.
MOTION TO RECOMMEND BROWARD MPO APPROVE Amendments to the Federal Fiscal Year (FFY) 2021 - 2025 Transportation Improvement Program (TIP):

A. FM# 446996-1: Intersection Lighting Retrofit Improvements at various intersections along SR A1A/Ocean Drive and SR 858/Hallandale Beach Blvd
 
B. FM# 446997-1: Intersection Lighting Retrofit Improvements at various intersections along SR 5/US1, SR 824/Pembroke Road, and Dania Beach Blvd
 
C. FM# 446998-1: Intersection Lighting Retrofit Improvements at various intersections along SR-817/University Drive
 
D. FM# 446999-1: Intersection Lighting Retrofit Improvements at various intersections along SR 842/Broward Blvd, SR A1A/ Seabreeze Blvd, SR 811/Dixie Highway, and SR 845/Powerline Road
 
E. FM# 447000-1: Intersection Lighting Retrofit Improvements at various intersections along SR-870/Commercial Blvd, SR A1A/ Ocean Blvd, SR 811/Dixie Highway, and SR 810/Hillsboro Blvd

F. FM# 447543-1: Update the intersection lighting on SR-814/Atlantic BLVD from E of Turnpike to NW 31st Avenue

Jihong Chen of MPO staff gave a presentation on this item. Committee members discussed the item including funding sources, LED lighting, and inquires of FDOTs carbon footprint. No members of the public spoke. Motion made and duly seconded, to Approve. The motion was passed by unanimous consent.
 
4.
MOTION TO RECOMMEND BROWARD MPO APPROVE the Florida Department of Transportation (FDOT) District Four Draft Tentative Work Program for Fiscal Year (FY) 2022 - 2026
 
Peter Geis of Broward MPO and John Podczerwinsky of FDOT gave a presentation on this item. Committee members discussed the item including funding sources, state-wide project prioritization, and information on Florida M-CORES www.floridamcores.com
Motion was made by John Michael Perez, seconded by Bonnie Campbell. The motion was passed by verbal vote, 18 to 7. Dave Fletcher, Gregory Gayle, Fern Goodhart, Keisha Grey, Tom Lander, Michael Smith, and Lu Vencl dissenting.
 
5.
MOTION TO RECOMMEND BROWARD MPO APPROVE the Florida’s Turnpike Enterprise (FTE) Draft Tentative Five-Year Work Program for Fiscal Year (FY) 2022 - 2026
 
Victoria Williams of FTE gave a presentation on this item. Committee members discussed the item including how FTE works with local municipalities of proposed construction areas, noise barriers, and managed lanes.
Motion was made by Bonnie Campbell, seconded by John Michael Perez. The motion was passed by verbal vote, 19 to 5. Dave Fletcher, Gregory Gayle, Tom Lander, Christine McKay, and Michael Smith, dissenting.
 
6.
MOTION TO RECOMMEND BROWARD MPO APPROVE Targets for the Federally Mandated Performance Measure Areas
 
Paul Flavien of MPO staff gave a presentation on this item. Committee members discussed the item including a request for a presentation on the action steps to approach the listed targets. No members of the public spoke.
Motion made by John Michael Perez, seconded by Ralph Caraglia, to Approve. The motion was passed by unanimous consent.
 
7.
MOTION TO RECOMMEND BROWARD MPO APPROVE the Complete Streets and Other Localized Initiatives Program (CSLIP) Cycle 5 Priority List of Projects, Directing MPO Staff to Work with Florida Department of Transportation (FDOT) Staff on the Vetting and Programing of Viable Projects
 
Conor Campobasso of MPO staff gave a presentation on this item. Committee members discussed the item including how the ranking is done, equity accessibility, and projects included in unincorporated Broward County. No members of the public spoke.
Motion made by Ralph Caraglia, seconded by Tom Lander, to Approve. The motion was passed by unanimous consent.

A request was made to review Roberts Rules for the CAC, M-CORES, New River Greenway intersections, and information on the 10th Street Connector and the potential New River Connector. It was also noted that the National Highway Institute offers informative classes for members to learn more about transportation.
