County  of  Burnet       {}             On this the 21st day of  February, 2018, the Burnet County Commissioners Court met in Special Session.  The following members of the court were present:

Agenda
1.  Call to Order
 
2.  Public Comments.  Any person with business before the Commissioner’s Court not scheduled on the   agenda may speak to the Court.  No formal action can be taken on these items at this meeting. Comments regarding specific agenda items should occur when the item is called.  There is a 2 minute speaking limit. 
 
3.  Discussion and/or approval for the Sheriff’s Department to purchase 6 new patrol vehicles.
 
4.  Discussion and/or action regarding the approval of the Sheriff’s Department to use Chapter 59 reserve funds to restripe the Ford Explorer patrol vehicles.
 
5.  Discussion and/or action regarding a Preliminary Plat approval for North Fork Estates, a private subdivision consisting of 8 Lots on 130.25 acres out of the James B. Allen, Svy., Abst. No. 5, Burnet County, Texas.
 
6.  Discussion and/or action regarding the Preliminary Plat approval for the Ranches at Blackbuck Ridge Section II, a private subdivision consisting of 118 lots on 900.84 acres out of various surveys, Burnet County, Texas.
 
7.  Discussion and/or action regarding a request from Ann Brock with the Joann Cole Mitte Memorial Library to apply for a grant for E-Rate, an internet service to allow for all four branches to increase their bandwidth.
 
8.  Discussion and/or approval of a grant awarded to Burnet County Sheriff’s Office from the FY18 NRA Foundation Grant for $5,196.00.
 
9.  Discussion and/or action regarding repair of damages that occurred to the parking lot of the Hoover Valley Church as a result of the County’s use of the parking lot during repair to Co. Rd. 116.
 
10.  Discussion and/or action regarding contracts, agreements or grants to be approved and/or ratified: (attach)
          a. Enterprise Fleet Contract revisited
     
11.  Call for Bids/Requests for Proposals/Qualifications. Discussion and/or action on bid/RFP openings or submitted bids.
           a. Discussion for RFQ for Veterans Service Officer bid opening held on Monday, February 12th, 2018.
 
12.  The following items are part of the Consent Agenda and require no deliberation by the
       Commissioner’s Court.  Any item from this agenda may be considered separately:
            a. Consideration and approval of any pending personnel issues within the policy.
            b. Payroll approval.
            c. Consideration and approval concerning budget amendments.
            d. Consideration and approval concerning budget line item transfers.
            e. Consideration and authorization of payment of claims previously approved by the County Auditor.
            f. Acceptance of reports of County Officials as required by LGC 115.02 previously examined by the County Auditor
            g. Consideration and approval regarding Departmental equipment requests and/or property transfers.
            h. Correspondence.

Item #3:
Sheriff's Department
The court discussed approval for the Sheriff’s Department to purchase 6 new patrol vehicles.
 

Motion was made by Commissioner Precinct 3 Billy Wall, Seconded by: Commissioner Precinct 2 Russell Graeter to approve the Sheriff’s Department to purchase 6 new patrol vehicles.

Vote: 3 - 0 - Unanimously

 
Item #4:
Sheriff's Department
The court discussed the approval of the Sheriff’s Department to use Chapter 59 reserve funds to restripe the Ford Explorer patrol vehicles.
 

Motion was made by Commissioner Precinct 2 Russell Graeter, Seconded by: Commissioner Precinct 3 Billy Wall to approve the Sheriff’s Department to use Chapter 59 reserve funds to restripe the Ford Explorer patrol vehicles in the amount of $3400.00.

Resolution will be prepared by next meeting.

Item #5:
North Folk Estates
The court discussed a Preliminary Plat approval for North Fork Estates, a private subdivision consisting of 8 Lots on 130.25 acres out of the James B. Allen, Svy., Abst. No. 5, Burnet County, Texas.

Brett Burton, Cuplin and Associates and Herb Darling, Development Services, presented the preliminary plat to the court.
 

Motion was made by Commissioner Precinct 2 Russell Graeter, Seconded by: Commissioner Precinct 3 Billy Wall to approve a preliminary plat for North Fork Estates, a private subdivision consisting of 8 Lots on 130.25 acres out of the James B. Allen, Svy., Abst. No. 5, Burnet County, Texas.

Vote: 3 - 0

 
Item #6:
Blackbuck Ridge Section II
The court discussed the Preliminary Plat approval for the Ranches at Blackbuck Ridge Section II, a private subdivision consisting of 118 lots on 900.84 acres out of various surveys, Burnet County, Texas.

Brett Burton, Cuplin and Associates, Herb Darling, Development Services, presented the preliminary plat to the court.

Item #7:
Joann Cole Mitte Memorial Library
The court discussed a request from Ann Brock with the Joann Cole Mitte Memorial Library to apply for a grant for E-Rate, an internet service to allow for all four branches to increase their bandwidth.

Item #8:
FY18 NRA Foundation Grant
The court discussed approval of a grant awarded to Burnet County Sheriff’s Office from the FY18 NRA Foundation Grant for $5,196.00.
 

Motion was made by Commissioner Precinct 3 Billy Wall, Seconded by: Commissioner Precinct 2 Russell Graeter to approve the acceptance of a grant awarded to Burnet County Sheriff’s Office from the FY18 NRA Foundation Grant for $5,196.00.

Vote: 3 - 0 - Unanimously

 
Item #9:
Hoover Valley Church
The court discussed the repair of damages that occurred to the parking lot of the Hoover Valley Church as a result of the County’s use of the parking lot during repair to Co. Rd. 116.
 

Motion was made by County Judge James Oakley, Seconded by: Commissioner Precinct 2 Russell Graeter to approve the repair of damages that occurred to the parking lot of the Hoover Valley Church as a result of the County’s use of the parking lot during repair to Co. Rd. 116. This serves a public purpose.

Vote: 3 - 0 - Unanimously

 
Item #10:
Contracts, Agreements or Grants
The court discussed contracts, agreements or grants to be approved and/or ratified:
            a. Enterprise Fleet Contract revisited
 

Motion was made by County Judge James Oakley, Seconded by: Commissioner Precinct 3 Billy Wall to approve a agreement with Enterprise Fleet Services.

Vote: 3 - 0 - Unanimously

 
Item #11:
Call for Bids/Requests for Proposals/Qualifications
The court made a Call for Bids/Requests for Proposals/Qualifications. Discussion and/or action on bid/RFP openings or submitted bids.
           a. Discussion for RFQ for Veterans Service Officer bid opening held on Monday, February 12th, 2018

Judge Oakley stated there were 2 respondents. After review of the RFQ, one respondent will be interviewed. This will be on a future agenda to award the contract.

Commissioner Precinct 1 Jim Luther Jr., would like to purchase a Dump Truck from the buy board.
 

Motion was made by County Judge James Oakley, Seconded by: Commissioner Precinct 3 Billy Wall to allow the purchase of a dump truck off the buy board for Precinct 1.

Vote: 3 - 0 - Unanimously

 
Item #12:
Consent Agenda
The court discussed the Consent Agenda and require no deliberation by the Commissioner’s Court.  Any item from this agenda may be considered separately:
            a. Consideration and approval of any pending personnel issues within the policy.

Karen Hardin, County Auditor, pulled item d for further discussion.

Motion is made by: Commissioner Precinct 3 Billy Wall, Seconded by: Commissioner Precinct 2 Russell Graeter to approve items a-c and e-h.

Vote: 3 - Passed - Unanimously

Karen Hardin, County Auditor, stated to the court the Line Item Transfer approved last week for the Burnet County Sheriff's Office to cover the cost of the new radios and computers were less expensive then what was budgeted. The line Item transfer will not be needed at this point.
 

Motion was made by Commissioner Precinct 3 Billy Wall,  to approve the line item transfer for the Burnet County Sheriff's Office Victim Coordinator and Liaison.

Vote: 3 - 0 - Unanimously
