County of Burnet     {}             On this the 18th day of April, 2018, the Burnet County Commissioners Court met in Special Session.  The following members of the court were present:
 
Present:
County Judge James Oakley; Commissioner Precinct 1 Jim Luther, Jr.; Commissioner Precinct 2 Russell Graeter; Commissioner Precinct 3 Billy Wall; Commissioner Precinct 4 Joe Don Dockery
Attendees:

Agenda
1.  Call to Order
 
2.  Public Comments.  Any person with business before the Commissioner’s Court not scheduled on the   agenda may speak to the Court.  No formal action can be taken on these items at this meeting. Comments regarding specific agenda items should occur when the item is called.  There is a 2 minute speaking limit. 
 
3. Acknowledgement of Receipt:
      a. Notice to Neighboring Systems and Cities Application to obtain a Water and Sewer Certificate of convenience and necessity and to cancel a Water CCN in Llano and Burnet County, Texas
 
4.  Discussion and/or action regarding assisting the Marble Falls EDC, a non-profit organization, with brush removal at the Frank Fickett/Texas Tech Center.
 
5.  Discussion and/or action regarding contracts, agreements or grants to be approved and/or ratified:
        a. Ratify a contract with Riley Mountain Engineering
        b. Approval of a change order to the contract with Pro Dirt Services
        c. Burnet County and City of Burnet Firing Range interlocal
        d. Proposal for work to be done at the Marble Falls Library
        e. Discovery Channel Tourism Event
 
6.  Call for Bids/Requests for Proposals/Qualifications. Discussion and/or action on bid/RFP openings or submitted bids.
       
7.  The following items are part of the Consent Agenda and require no deliberation by the Commissioner’s Court.  Any item from this agenda may be considered separately:
                a. Consideration and approval of any pending personnel issues within the policy.
                b. Payroll approval.
                c. Consideration and approval concerning budget amendments.
                d. Consideration and approval concerning budget line item transfers.
                e. Consideration and authorization of payment of claims previously approved by the County Auditor.
                f. Acceptance of reports of County Officials as required by LGC 115.02 previously examined by the County Auditor
                g. Consideration and approval regarding Departmental equipment requests and/or property transfers.
                h. Correspondence.

Judge Oakley called the meeting to order at 9:00 a.m.

Item #3:
Acknowledgement of Receipt
The court made an Acknowledgement of Receipt:
      a. Notice to Neighboring Systems and Cities Application to obtain a Water and Sewer Certificate of convenience and necessity and to cancel a Water CCN in Llano and Burnet County, Texas. 

Jean Worrell, Citizen, asked the court what this notice entails.

Judge Oakley explained this is concerning the Horseshoe Bay Water Utility and Deerhaven Inc. Water.

Item #4:
Frank Fickett/Texas Tech Center
The court discussed assisting the Marble Falls EDC, a non-profit organization, with brush removal at the Frank Fickett/Texas Tech Center.
 

Motion was made by Commissioner Precinct 2 Russell Graeter, Seconded by: Commissioner Precinct 1 Jim Luther, Jr. to approve assisting the Marble Falls EDC, a non-profit organization, with brush removal at the Frank Fickett/Texas Tech Center.

Vote: 5 - 0 - Unanimously

 
Item #5:
Contracts, Agreements or Grants
The court discussed contracts, agreements or grants to be approved and/or ratified:
        a. Ratify a contract with Riley Mountain Engineering
        b. Approval of a change order to the contract with Pro Dirt Services
        c. Burnet County and City of Burnet Firing Range interlocal
        d. Proposal for work to be done at the Marble Falls Library
        e. Discovery Channel Tourism Event

Commissioner Precinct 4 Joe Don Dockery stated item b is for the CR 401 South Project in the amount of $6,350.00.

Stephanie McCormick, Commissioner Court Coordinator, added additional contracts: 
1.  Bill Brinlee to fix hail damaged skylights at Precinct 4 Complex not to exceed $480.00.
2.  RH Welding to fix a steam kettle for the jail in the amount of $225.00.
 

Motion was made by Commissioner Precinct 2 Russell Graeter, Seconded by: Commissioner Precinct 1 Jim Luther, Jr. to approve all contracts and agreements including the two additional contracts.

Vote: 5 - 0 - Unanimously

 
Item #6:
Call for Bids/Requests for Proposals/Qualifications
No action was taken.
 
Item #7:
Consent Agenda
The court discussed the Consent Agenda and require no deliberation by the Commissioner’s Court.  Any item from this agenda may be considered separately:
                a. Consideration and approval of any pending personnel issues within the policy.

Motion is made by: Commissioner Precinct 3 Billy Wall, Seconded by: Commissioner Precinct 4 Joe Don Dockery, to approve the consent agenda in its entirety.
Vote: 5 - 0 - Unanimously

Judge Oakley added an additional request for a hand check for Frontier Communications in the amount of $3,264.12.
 

Motion was made by Commissioner Precinct 3 Billy Wall, Seconded by: Commissioner Precinct 4 Joe Don Dockery to approve a hand check for Frontier Communications in the amount of $3,264.12.

Vote: 5 - 0 - Unanimously

 
Item #2:
Comments
Judge Oakley asked the court for thoughts on implementing a Burn Ban.

No action was taken.

Commissioner Precinct 2 Russell Graeter reminded the court that Saturday April 21, 2018, Ft. Croghan will be having a fish fry.

Judge Oakley asked the court to keep the Rowney family in their prayers.
