County of  Burnet       {}             On this the 17th day of October, 2018, the Burnet County Commissioners Court met in Special Session.  The following members of the court were present:
 
Present:
County Judge James Oakley; Commissioner Precinct 1 Jim Luther, Jr.; Commissioner Precinct 2 Russell Graeter; Commissioner Precinct 3 Billy Wall; Commissioner Precinct 4 Joe Don Dockery

Agenda
1.  Call to Order
 
2.  Public Comments. Any person with business before the Commissioners’ Court not scheduled on the agenda may speak to the Court. No formal action can be taken on these items at this meeting. Comments regarding specific agenda items should occur when the item is called.  There is a 2 minute speaking limit. 
 
3.   Discussion and/or action regarding the approval to apply for and adopt resolution for FY 2019 Formula Grant for Indigent Defense Grant Program from Texas Indigent Defense Commission. Application is due 11/15/2018

5.  Acknowledgement of Receipt: 
      a. MIS Summary
      b. Revised Administrative Order on Setting Compensation for additional Court Reporters for Court
 
6.  Discussion and/or action regarding contracts, agreements or grants to be approved and/or ratified:

            c. Consideration and approval concerning budget amendments.

            e. Consideration and authorization of payment of claims previously approved by the County Auditor.
            f. Acceptance of reports of County Officials as required by LGC 115.02 previously examined by the County Auditor

Judge Oakley called the meeting to order at 10:05 a.m.

Item #3:
FY 2019 Formula Grant for Indigent Defense Grant Program
The court discussed the approval to apply for and adopt resolution for FY 2019 Formula Grant for Indigent Defense Grant Program from Texas Indigent Defense Commission. Application is due 11/15/2018.
 

Motion was made by Commissioner Precinct 4 Joe Don Dockery, Seconded by: Commissioner Precinct 1 Jim Luther, Jr. to approve to apply for and adopt resolution for FY 2019 Formula Grant for Indigent Defense Grant Program from Texas Indigent Defense Commission. Application is due 11/15/2018.

Vote: 5 - 0 - Unanimously

 
Item #4:
Departmental Updates
The court heard Department Updates:

Herb Darling, Environmental Services Director, updated the court on flooding, floodgates, debris management and water supply in Kingsland and Marble Falls. Mr. Darling asked the Commissioner's to document everything they spend to repair County Roads, temporary and/or permanent repairs, and what equipment they are using. Mr. Darling stated his dissatisfaction with outreach and communications from LCRA during and after this flooding event.

Commissioner Precinct 4 Joe Don Dockery suggested moving forward requesting grants from LCRA to assist in debris cleanup efforts. 

Judge Oakley stated Senator Dawn Buckingham, Senator Ted Cruz, Representative Terry Wilson and Congressman Roger Williams will tour the hardest hit areas on October 17, 2018.

Janet Parker, County Clerk, stated her office would be happy to assist where needed and would be willing to be a donation point for employees who would like to donate.

Judge Oakley thanked the CERT Team for all their efforts.

Judge Oakley stated Christmas light decorating has begun at the Courthouse.

Commissioner Precinct 4 Joe Don Dockery pulled item g for further discussion.

Motion is made by: Commissioner Precinct 1 Jim Luther, Jr. Seconded by: Commissioner Precinct 3 Billy Wall to approve the consent agenda with the exception of items e and g.

Vote: 5 - 0 Passed - Unanimously

Commissioner Precinct 4 Joe Don Dockery requested the purchase of a truck bed in the amount of $8300.00.
 

Motion was made by County Judge James Oakley, Seconded by: Commissioner Precinct 4 Joe Don Dockery to approve the purchase of a truck bed for Precinct 4 in the amount of $8300.00.

Vote: 5 - 0 - Unanimously
