               a.  Create committee to evaluate RFP’s (Debris Removal, HHW Debris Removal, Refrigerant Recovery, and Debris Monitoring).
               b.  Allow County Judge with recommendation of committee to award the RFP’s for the flood event and ratify award in regular CCT on 11/27/2018.
 
 

Judge Oakley called the meeting to order at 9:00 A.M.

Commissioner Precinct 4 Joe Don Dockery presented the court with CAMPO Open House Calendars.

The court discussed a replat of lots 11 and 12, Windermere Oaks, as recorded in Plat Cabinet 1, Slide 690, Plat Records of Burnet County, to be known as Lot 11A, Windermere Oaks.

Mark Carpenter, Custom Homes of Austin, and Herb Darling, presented the replat to the court.

The court discussed the acceptance of Linda Wells resignation/retirement as Family and Community Health Agent, Texas A&M AgriLife Extension Service, Burnet County.

Linda Wells, AgriLife Extension Office, invited the court to the Annual Extension Office Luncheon on December 7, 2018 at 12:00 p.m.

Linda Well, Agrilife Extension Office, announced her retirement on December 31, 2018 and thanked the court for the facilities and for the last 8 years.

Judge Oakley thanked Mrs. Wells for her service and her involvement in the community.

The court discussed the acceptance of the deed to the roadways in Spicewood Estates filed of record.

Commissioner Precinct 4 Joe Don Dockery stated the deed has been filed in the Official Public Records in the County Clerk's Office.

The court heard Department Updates:

Herb Darling, Environmental Services Director, stated replats may be behind schedule due to the flooding event.

Karen Hardin, Community Services Director, stated the Animal Shelter Board of Directors has had some resignations but has elected new officers. The new board will have an Operations meeting November 15, 2018 and will be touring the Lampasas Shelter.

The court discussed contracts, agreements or grants to be approved and/or ratified.

Carole Poppema, Asst. County Auditor, presented a request for approval to apply for a grant from the Texas Veteran's Commission Fund for VetRides.

Motion is made by: Commissioner Precinct 4 Joe Don Dockery, Seconded by: Commissioner 1, Jim Luther, Jr., to approve to apply for a grant from the Texas Veterans Commission Fund for VetRides.

Carole Poppema, Asst. County Auditor, presented a work order for Burnet County and KC Engineering for projects on CRs 403, 401, 404,407,408 and 423.

Motion is made by: Commissioner Precinct 3 Billy Wall, Seconded by: Commissioner Precinct 1 Jim Luther, Jr., to approve a work order with KC Engineering.

Commissioner Precinct 2 Russell Graeter asked the court for an agreement with Brannon Paving Company for a Reclaimer Machine with Operator for up to 3 days, in the amount of $2500.00 per day.

Motion is made by: Commissioner Precinct 4 Joe Don Dockery, Seconded by Commissioner Precinct 1 Jim Luther, Jr., to allow the Judge to sign an agreement with Brannon Paving in the amount of $2500.00 per day for a Reclaiming Machine with Operator for up to 3 days.

The court discussed a Call for Bids/Requests for Proposals/Qualifications. Discussion and/or action on bid/RFP openings or submitted bids. 

Herb Darling, Environmental Services Director, spoke on bids currently out for flood debris removal and H.H.W. RFPs.

Motion is made by Judge Oakley, Seconded by Commissioner Precinct 2 Jim Luther, Jr., to reject all previously received bids for Flood Debris Removal, HHW and Refrigerant Removal.

Judge Oakley stated the RFPs have been reissued and will be reopened Friday, November 16, 2018 at 10:00 a.m.

Judge Oakley stated that per F.E.M.A. Guidelines, a Committee must be assembled to evaluate the RFPs on Friday, November 16, 2018. Judge Oakley is recommending Commissioner Precinct 1 Jim Luther, Jr., Herb Darling, Karen Hardin, Carole Poppema and himself.

Motion is made by: Commissioner Precinct 4 Joe Don Dockery, Seconded by: Commissioner Precinct 1 Jim Luther, Jr., to approve the recommended committee.

Vote: 5 - 0 Passed - Unanimously

Herb Darling, Environmental Services Director, recommends not awarding the bids until a Federal Declaration has been made.

Motion is made by: Judge Oakley, Seconded by: Commissioner Precinct 1 Jim Luther, Jr., to allow the Judge to award the RFPs recommended by the committee and ratify these awards on November 20, 2018.

Judge Oakley stated the court will make a decision on how the LCRA donated funds will be expended.

Commissioner Precinct 4 Joe Don Dockery stated him and Karen Hardin, County Services Director, have been looking at previously implemented programs that were used in previous floods and bringing the programs back before the Commissioner's Court.

Commissioner Precinct 1 Jim Luther, Jr., will work with Commissioner Precinct 4 Joe Don Dockery on this project.

Janet Parker, County Clerk, presented a request for a hand check for Saucy's Catering.

Motion is made by: Commissioner Precinct 1 Jim Luther, Jr., Seconded by: Commissioner Precinct 4 Joe Don Dockery to approve to consent agenda in its entirety including the request for a hand check for Saucy's Catering in the amount of $5,843.17.
