County of  Burnet        {}             On this the 20th day of November, 2018, the Burnet County Commissioners Court met in Special Session.  The following members of the court were present:

County Judge James Oakley; Commissioner Precinct 1 Jim Luther, Jr.; Commissioner Precinct 2 Russell Graeter; Commissioner Precinct 3 Billy Wall; Commissioner Precinct 4 Joe Don Dockery
Attendees:

Agenda
1.  Call to Order
 
2.  Public Comments.  Any person with business before the Commissioners’ Court not scheduled on the agenda may speak to the Court.  No formal action can be taken on these items at this meeting. Comments regarding specific agenda items should occur when the item is called.  There is a 2 minute speaking limit. 
 
3.   Discussion and/or action regarding any items deemed necessary and relevant to the recent flooding.
 
4.  Discussion and/or action concerning canvassing the 2018 General Election Results.
 
5.  Discussion and/or action concerning the disbursements of handwritten checks. 

6.  Discussion and/or action to update Officials Personnel Policies and Personnel Policies for Burnet County.
 
7.  Discussion and/or action regarding the acceptance of a donation of $2,600.00 check from Law Enforcement Magnets (Boyd, Crownover)

Call to Order
Judge Oakley called the meeting to order at 9:00 a.m.

Item #4:
2018 General Election Results
The court discussed canvassing the 2018 General Election Results.

Doug Ferguson, Elections Administrator, presented the General Election Results, canvass and his certification to the court.
 

Motion was made by Commissioner Precinct 1 Jim Luther, Jr., Seconded by: Commissioner Precinct 2 Russell Graeter to accept canvassing the 2018 General Election Results.

Vote: 5 - 0 - Unanimously

 
Item #5:
Disbursement of Handwritten Checks
The court discussed the disbursement of handwritten checks.

Judge Oakley stated the court has received the following requests for hand checks:
1. Donna Williams - Chef                              - $1583.00
2. Trailblazer Grille                                          - $493.14
3. Field Deputy Training for Travis Simer       - $210.00
 
 

Motion was made by Commissioner Precinct 4 Joe Don Dockery, Seconded by: Commissioner Precinct 3 Billy Wall to approve all hand checks as presented.

Vote: 5 - 0 - Unanimously

Item #6:
Officials Personnel Policies and Personnel Policies for Burnet County
The court heard an update to the Officials Personnel Policies and Personnel Policies for Burnet County.

Sara Ann Luther, Human Resources Director, presented the updated policies to the court.

Motion is made by: Commissioner Precinct 4 Joe Don Dockery, Seconded by: Commissioner Precinct 3 Billy Wall to approve personnel policies.

Vote: 5 - 0 Passed - Unanimously

Sara Ann Luther, Human Resources Director, presented the updated Officials' Personnel Policies to the court.
 

Motion was made by Commissioner Precinct 4 Joe Don Dockery, Seconded by: Commissioner Precinct 1 Jim Luther, Jr. to approve the Officials' Personnel Policies.

Vote: 5 - 0 - Unanimously

 
Item #8:
Department Updates
The court heard department updates.

Sara Ann Luther, Human Resources Director, stated the County needs to reschedule the Triangle Training and it is recommended all department heads attend.
 
Item #7:
Law Enforcement Magnets
The court discussed the acceptance of a donation of $2,600.00 check from Law Enforcement Magnets.
 

Motion was made by Commissioner Precinct 1 Jim Luther, Jr., Seconded by: Commissioner Precinct 2 Russell Graeter to accept the donation of a $2,600.00 check from Law Enforcement Magnets.

Vote: 5 - 0 - Unanimously

The court heard department updates.

Judge Oakley updated the court on the Maintenance Department.

Item #10:
Contracts, Agreements or Grants
The court discussed contracts, agreements or grants to be approved and/or ratified:

Judge Oakley added an agreement with Reveille Peak Ranch for the DIA Conference in the amount of $8,200.00 and a letter requesting an amendment with Spicewood Library for the monthly utilities.

Motion is made by: Commissioner Precinct 3 Billy Wall, Seconded by: Commissioner Precinct 4 Joe Don Dockery to approve an agreement with Reveille Peak and an amendment for the Spicewood Library.

Vote: 5 - 0 Passed - Unanimously

Commissioner Precinct 2 Russell Graeter requested to amend a contract with Brannan Paving to include a Distributor Truck with operator.
 

Motion was made by Commissioner Precinct 4 Joe Don Dockery, Seconded by: Commissioner Precinct 1 Jim Luther, Jr. to amend a contract with Brannan Paving to include a Distributor Truck with operator for one day.

Vote: 5 - 0 - Unanimously

 
Item #11:
Call for Bids/Requests for Proposals/Qualifications
The court discussed a Call for Bids/Requests for Proposals/Qualifications. Discussion and/or action on bid/RFP openings or submitted bids. 

Herb Darling, Environmental Services Director, stated bids for refrigerant removal are being evaluated but no bids for H.H.W. have been received.

No action was taken.
 
Item #3:
Flooding
The court discussed any items deemed necessary and relevant to the recent flooding.

Herb Darling, Environmental Services Director, stated the County has devised a system to distribute the donated funds from L.C.R.A. The L.C.R.A. has required 70% of these funds have to be used for debris removal from the lake. The County has broken down the number of flooded homes in both the incorporated and unincorporated areas of the County, then prorated the funds to the different municipalities. The remaining funds will be allocated for continued debris removal. The committee will continue to refine the plan.

Herb Darling, Environmental Services Director, stated there is a large trash pile in Granite Shoals. Burnet County is still waiting to receive a Federal Disaster Declaration.
