County  of  Burnet       {}             On this the 22nd day of February, 2019, the Burnet County Commissioners Court met in Special Session.  The following members of the court were present:

Agenda
1.  Call to Order
 
2.  Public Comments.  Any person with business before the Commissioners’ Court not scheduled on the agenda may speak to the Court.  No formal action can be taken on these items at this meeting. Comments regarding specific agenda items should occur when the item is called.  There is a 2 minute speaking limit. 
 
3.   Discussion and/or action concerning canvassing the Double Horn Election Results (Ferguson)
 
4.  Discussion and/or action concerning the waiving of penalties on a property in Spicewood (Dockery)

            e. Consideration and authorization of payment of claims previously approved by the County Auditor.
            f. Acceptance of reports of County Officials as required by LGC 115.02 previously examined by the County Auditor
            g. Consideration and approval regarding Departmental equipment requests and/or property transfers.
            h. Correspondence.

The Commissioners’ Court reserves the right to adjourn into Executive Session at any time during the course of this meeting to discuss any matters as authorized by the Texas Government Code including, but not limited to, Sections: 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices), 551.087 (Economic Development), 418.183 (Deliberations about Homeland Security Issues). Joe Don Dockery, Commissioner Precinct 4, called the meeting to order at 9:00 AM.

Item #3:
Canvassing of Double Horn Election
The court discussed canvassing the Double Horn Election Results.

The court reviewed and accepted the Canvas Certification and the Summary of the Precinct Returns as submitted by Doug Ferguson, Elections Administrator.
 

Motion was made by Commissioner Precinct 3 Billy Wall, Seconded by: Commissioner Precinct 1 Jim Luther, Jr. to approve the Canvassing of the Double Horn Election.

Vote: 4 - 0 - Unanimously

Item #4:
Waiving Penalties
The court discussed waiving penalties on a property in Spicewood. 
 

Motion was made by Commissioner Precinct 1 Jim Luther, Jr., Seconded by: Commissioner Precinct 2 Damon Beierle to waive $60.46 penalty and interest on property in Spicewood.

Vote: 4 - 0 - Unanimously

Departmental Updates
 Herb Darling, Evironmental Services Director reported his office has been busy.  Mr. Darling stated he is reviewing the RV Park regulations.  Mr. Darling is reviewing Burnet County's current subdivision regulations concerning flag lots and requirements for plat review and filings.

 The court discussed Bids, RFP qualifications, opening or submitted bids.
 

Motion was made by Commissioner Precinct 1 Jim Luther, Jr., Seconded by: Commissioner Precinct 3 Billy Wall to rescind the bid award for the debris removal with Texas Disposal Systems for the flood debris collected from the October 2018 flood event. Karin Hardin updated the court on the grant process and the non procurement waiver. Comm. Luther amended the motion to add the approval of the request for waiver of procurment letter, Comm. Wall seconded the amended motion.

Motion was made by Commissioner Precinct 1 Jim Luther, Jr., Seconded by: Commissioner Precinct 3 Billy Wall to rescind the bid award for debris removal monitoring with North Star for the flood debris collected fromt he October 2018 flood event.

Vote: 4 - 0 - Unanimously

Consent Agenda
The court discussed the consent agenda.  The Auditors office presented the amended payroll for the period ending February 2, 2019 for payment on February 22, 2019.
 

Motion was made by Commissioner Precinct 1 Jim Luther, Jr., Seconded by: Commissioner Precinct 2 Damon Beierle to approve the consent agenda it its entirety.
