Comm. Dockery called the meeting to order at 10:20 am.  Judge Oakley was absent from the meeting.

The court discussed any item deemed necessary and relevant to the October 16th flood.

Comm. Dockery stated that prior to the FEMA declaration, the county applied for a TDA grant and since the county has received the FEMA declaration, the county has several options.  After further review of the grant applications, the county will proceed with the TDA grant due to the funds being available.  The county has received the waiver of competitive procurement and a letter of pre-approval. 

Jay Howard with Texas Disposal System addressed the court on the removal of the material from the site.  Mr. Howard stated it is not feasible to grind the material.  The court discussed the pros and cons of self monitoring or hiring a monitoring company.  Herb Darling, Environmental Services Director recommends hiring a monitoring company.

The court took no action under this agenda item.

The court discussed Bids/Requests for Proposals/Qualifications. Discussion and/or action on bid/RFP openings or submitted bids.

Motion was made by Commissioner Precinct 1 Jim Luther, Jr., Seconded by: Commissioner Precinct 2 Damon Beierle to award the bid to Texas Disposal System for debris removal from the October 2018 flood event.

Vote: 4 - 0 - Unanimously

Motion was made by Commissioner Precinct 1 Jim Luther, Jr., Seconded by: Commissioner Precinct 3 Billy Wall to award the bid to North Star for monitoring the debris removal from the October 2018 flood event.

Vote: 4 - 0 - Unanimously

The court discussed contracts, agreements or grants to be approved or ratified.  The court discussed the Service Agreement with Texas Disposal Systems, Inc., absent Section 3, Plan for Fair Housing.  Comm. Dockery stated this document is ready for the Judges signature once Section 3 has been completed along with executing any modifications as recommended by the County Attorney.

Motion was made by Commissioner Precinct 4 Joe Don Dockery, Seconded by: Commissioner Precinct 1 Jim Luther, Jr. to authorize the County Judge to execute the Service Agreement with Texas Disposal Systems, Inc. subject to the completion of Section 3 and any other modifications as recommended by the County Attorney.

Vote: 4 - 0 - Unanimously

The court discussed calendar review

Herb Darling Environmental Services reported there will be a briefing for public assistance due to the October 2018 Flooding Event on March 6, 2018 at the AgriLife building.
