James Oakley, County Judge, called the meeting to order at 9:00 am.

There was no comment from the public.

The court discussed a request for waiver of penalties and late fees for delinquent property taxes from Steven and Cynthia Pearce and Justin Vinson. The court took no action on the request from Steven and Cynthia Pearce.

Motion was made by Commissioner Precinct 4 Joe Don Dockery, Seconded by: Commissioner Precinct 1 Jim Luther, Jr. to approve a request for waiver of penalties and late fees for delinquent property taxes from Justin Vinson.

Vote: 4 - 0 - Unanimously

The court discussed the clean up of the grounds at Fort Croghan.  All four Road & Bridge crews participated in this event.

James Oakley, County Judge, discussed Enterprise Product Partners coming by and dropping off pamphlets for the Midland to Echo Crude Oil & Condensate Pipeline Project.  This project will start in Midland, Texas and connect to Echo, Texas.  This project does not require county approval.

The court acknowledged the receipt on BCESD #1 Compilation Report and BCESD #9 2018 Final Audit Report.

The court discussed the Purchase Agreement with Mueller, Inc. for the new jail building in the amount of $34,974.00.  In agreement with the contract, Carol Poppema, Assistant County Auditor, requested a hand check for $8,743.50 for the materials for the new jail building. 

Carol Poppema, Assistant County Auditor, requested that the court authorize a hand check in the amount of $50.00 for refreshments for the March 22, 2019 Leadership breakfast meeting in Meadowlakes.

Carol Poppema, Assistant County Auditor, presented to the court a copy of the database access agreement with Pinnacle Resources.

Carol Poppema, Assistant County Auditor, requested that the court authorize the Texas Air Boss Labor Agreement in the amount of $2,000.00 for electrical work for the Precinct 4 Barn.

Karen Hardin, Director of County Services, presented the Ector County Inmate Housing Agreement.   

Karen Hardin, Director of County Services, informed the court of the change in time of operation at the Recycle and Reuse Facility. The facility will now be open from 9am-3pm. 

Andi Ball, Tourism, presented to the court a sponsorship application for the Blue Bonnet Festival from the Burnet Chamber of Commerce in the amount of $2,500.00.

Motion was made by Commissioner Precinct 3 Billy Wall, Seconded by: Commissioner Precinct 1 Jim Luther, Jr. to approve Purchase Agreement with Mueller, Inc., and hand check for 8,743.50 for the new jail building and also hand check in the amount of $50.00 for the leadership meeting in Meadowlakes Country Club on March 22, 2019.

Vote: 4 - 0 - Unanimously

Motion was made by Commissioner Precinct 4 Joe Don Dockery, Seconded by: Commissioner Precinct 1 Jim Luther, Jr. to approve the annual renewal agreement with Pinnacle Resources to access the database.

Motion was made by Commissioner Precinct 3 Billy Wall, Seconded by: Commissioner Precinct 1 Jim Luther, Jr. to approve the Labor Agreement with Texas Air Boss to add electrical work for Precinct 4 Barn in the amount of $2,000.00.

Motion was made by Commissioner Precinct 4 Joe Don Dockery, Seconded by: Commissioner Precinct 1 Jim Luther, Jr. to approve Ector County Inmate Housing Agreement and the Recycle Reuse Facility change of operating hours.

Motion was made by Commissioner Precinct 1 Jim Luther, Jr., Seconded by: Commissioner Precinct 3 Billy Wall  to approve a sponsorship application for the Blue Bonnet Festival from the Chamber of Commerce in the amount of $2,500.00 for Tourism funding.

James Oakley, County Judge, informed the court the county will host a Media Tour March 25, 2019 thru March 28, 2019.

James Oakley, County Judge, announced the concrete was poured at the maintenance shop for the driveways.  Mr. Oakley thanked Precinct 1 for hauling the dirt and rock for this project.

James Oakley, County Judge, informed the court the interior demolition of the Historic Jail continues.  Mr. Oakley states the building is structurally sound.

The court discussed the Consent Agenda.

Motion was made by Commissioner Precinct 1 Jim Luther, Jr., Seconded by: Commissioner Precinct 3 Billy Wall to approve the court consent agenda in its entirety.

Vote: 4 - 0 - Unanimously

The court discussed Calendar Review.

Joe Don Dockery, Commissioner Precinct 4, updated the court that Hoffpauir in Burnet, Texas will be consolidating all their outdoor equipment to Lampasas, Texas and Goldthwaite, Texas.

Garnett Coleman, State Representative out of Harris County, filed legislation to provide state grants to support infrastructure needed in counties. The deadline to apply for this grant is March 20, 2019. The court reviewed the Rainy Day Fund County infrastructure list.  James Oakley, County Judge, added the Historic Pedestrian Bridge to the list.  Karen Hardin, Director of County Services, reported on the TDA grant.
