The court discussed Burnet County acceptance of donation in the amount of $3,940.00 from the county basket sales fundraiser with all proceeds donated to the following: Marble Falls Daybreak Rotary $1,540.00 earmarked for Adoption Day 2019; Hill Country Children’s Advocacy Center $600.00; Highland Lakes Court Appointed Special Advocates $600.00; Boys & Girls Club of the Highland Lakes $600.00; and Literacy Highland Lakes $600.00.

Jayme Ingram, Deputy County Clerk, on behalf of Janet Parker, County Clerk, presented a thank you letter to the court.

Motion was made by Commissioner Precinct 3 Billy Wall, Seconded by: Commissioner Precinct 1 Jim Luther, Jr. to approve the acceptance of donation in the amount of $3,940.00 from the county basket sales fundraiser with all proceeds donated to the following: Marble Falls Daybreak Rotary $1,540.00 earmarked for Adoption Day 2019; Hill Country Children’s Advocacy Center $600.00; Highland Lakes Court Appointed Special Advocates $600.00; Boys & Girls Club of the Highland Lakes $600.00; and Literacy Highland Lakes $600.00.

The court held a hearing pursuant to Chapter 751.006, Texas Health and Safety Code relating to the mass gathering permit application to Burnet County for the Spartan Race to be held at Reveille Peak Ranch on May 17-19, 2019.

James Oakley, County Judge, stated by Chapter 751.006, Texas Health and Safety Code we are required to have a public hearing on behalf of the mass gathering permit application to Burnet County for the Spartan Race to be held at the Reveille Peak Ranch on May 17, 2019 thru May 19, 2019. There was no public present to speak on this item.  The Court took no action.

The court discussed positions on any proposed legislation during the current legislative session.

James Oakley, County Judge, reported he was at the Capitol on behalf of County Government Day and updated the court on the current legislation.

Joe Don Dockery, Commissioner Precinct 4, reported on the Firework Bill.  Mr. Dockery, reported the house is stripping out the entire bill and will only add four dates: Cinco De Mayo, Juneteenth, Diwali and Chinese New Year.

The court discussed the authorization for Burnet County Pct. 4 to operate county equipment on the property owned by the Marble Falls Rodeo Association, a non-profit organization, for the purposes of arena preparation to benefit all citizens of Burnet County.

Motion was made by County Judge James Oakley, Seconded by: Commissioner Precinct 1 Jim Luther, Jr. to approve the authorization for Burnet County Pct. 4 to operate county equipment on the property owned by the Marble Falls Rodeo Association, a non-profit organization, for the purposes of arena preparation to benefit all citizens of Burnet County.

The court discussed approval to accept the property damage release form and the amount of $3,170.68 for the damage that Comal Transportation caused to the Burnet County Transfer Station on 10/3/18.

James Oakley, County Judge, stated the court will conditionally approve this action with the decision from the Auditors office.

Motion was made by Commissioner Precinct 1 Jim Luther, Jr., Seconded by: Commissioner Precinct 4 Joe Don Dockery  to conditionally approve the motion per Commissioner's Court once the Auditor has agreed and is satisfied with the Property damage release form.

Vote: 5 - 0 - Unanimously

The court discussed the FY 2020 Budget Policy and take action as necessary.

Karin Smith, County Auditor, stated there is no change to the policy just an annual renewal.

Motion was made by Commissioner Precinct 4 Joe Don Dockery, Seconded by: Commissioner Precinct 3 Billy Wall to approve the FY 2020 Budget Policy.

The court discussed items related to the FY 2020 Burnet County Budget.

Karrie Crownover, County Treasurer, gave the Treasurer's report and Quarterly Report 2 of FY 2019.

Karrie Crownover, County Treasurer, received a donation check for VetRides in the amount of $1,776.00 and a donation for $500.00 for the canine unit.

Motion was made by Commissioner Precinct 4 Joe Don Dockery, Seconded by: Commissioner Precinct 3 Billy Wall to approve the Treasurer's Report and Quarterly Investment Report.

The court discussed Bids/Requests for Proposals/Qualifications. Discussion and/or action on bid/RFP openings or submitted bids. 
            a. Review Results and Award CR 120 Reconstruction Project Bids – opened 4/16/19.

Jim Luther, Commissioner Precinct 1, reported based upon review of the bids received, KC Engineering, Inc. recommends Burnet County enter into a contract with the low bidder, Brannan Paving Co., LTD, in the amount of $1,075,464.28 for construction for the Burnet County Road 120 Reconstruction Project.

Motion was made by Commissioner Precinct 2 Damon Beierle, Seconded by: Commissioner Precinct 4 Joe Don Dockery to approve the results and award CR 120 Reconstruction Project Bids – opened 4/16/19 to Brannon Paving Co Ltd.

Vote: 5 - 0 - Unanimously

The court discussed the Consent Agenda.

Karin Smith, County Auditor, added the purchase of a work truck for R&B Precinct #1 for a work truck.  Ms. Smith requested 2 hand checks, one for the remaining payment for the 2019 Dump Truck for Precinct 1 and a corrected check to Pro Dirt in the amount $238,841.72 for Co Rd 120 paving project.

Motion was made by Commissioner Precinct 1 Jim Luther, Jr., Seconded by: Commissioner Precinct 2 Damon Beierle to approve the Consent Agenda and the added items.

Vote: 5 - 0 - Unanimously

Sheriff Boyd and Chief Cummings gave an update on the County Jail and Sheriff's office.
