County of Burnet {} On this the 8 day of August, 2019, the Burnet County Commissioners Court met in Special Session. The following members of the court were present:

Surplus Mobile Command Trailer
Jim Barho, Supervisor of Emergency Management, spoke on behalf of this acceptance.
Motion was made by Commissioner Precinct 4 Joe Don Dockery, Seconded by: Commissioner Precinct 1 Jim Luther, Jr. to approve the acceptance of a surplus mobile command trailer from Pedernales Electric Coop.
Vote: 4 - 0 - Unanimously
2019 Effective and Rollback Tax Rates
Proposed Tax Rate
Motion was made by Commissioner Precinct 4 Joe Don Dockery, Seconded by: Commissioner Precinct 1 Jim Luther, Jr. to approve the proposed tax rate which will fund the FY 2020 Budget.
James Oakley, County Judge, did a record vote by Commissioner and County Judge. Voting in favor of the motion: Jim Luther, Commissioner Precinct 1, Billy Wall, Commissioner Precinct 3, Joe Don Dockery, Precinct 4, and James Oakley,County Judge.
Damon Beierle, Commissioner Precinct 2 was absent.
Vote: 4 - 0 - Unanimously
Public Hearings for Proposed 2019 Tax Rate
Motion was made by Commissioner Precinct 1 Jim Luther, Jr., Seconded by: Commissioner Precinct 4 Joe Don Dockery to approve the dates and times for public hearings on the proposed 2019 tax rate.
Vote: 4 - 0 - Unanimously
Public Hearing on the 2020 Proposed Budget
Motion was made by Commissioner Precinct 1 Jim Luther, Jr., Seconded by: Commissioner Precinct 3 Billy Wall to approve August 27, 2019 for a public hearing date during our regular scheduled commissioner court on the 2020 proposed budget.
Vote: 4 - 0 - Unanimously
Burn Ban Unincorporated Areas
Motion was made by Commissioner Precinct 3 Billy Wall, Seconded by: Commissioner Precinct 4 Joe Don Dockery to approve the Burn Ban for the unincorporated areas of Burnet County.
Vote: 3 - 0
2 Mack Dump Trucks
Karin Smith, County Auditor, explained to the court the procedure.
Motion was made by Commissioner Precinct 3 Billy Wall, Seconded by: Commissioner Precinct 1 Jim Luther, Jr. to approve the lease-purchase and financing on 2 Mack Dump Trucks for R&B Pct. #2 and Pct. #3.
Vote: 4 - 0 - Unanimously
Utility Easement
James Oakley, County Judge, requested approval to sign the Utility Easement based on Eddie Arredondo, County Attorney, review.
Motion was made by Commissioner Precinct 4 Joe Don Dockery, Seconded by: Commissioner Precinct 1 Jim Luther, Jr. to approve the a request for a Public Utility Easement along the eastern fence line of the County Jail after the review from the county attorney.
Vote: 4 - 0 - Unanimously
Department Update
Recycle Reuse Center is almost complete and should be ready for the Bopate Event in October.
James Oakley, County Judge,reported on the work at the Historical Jail. Judge Oakley thanked the maintenance for all they do in helping the county save money on this project.
Damon Beierle, Commissioner Precinct 2, will be working on the paving project at Fort Croghan.
Jim Luther, Commissioner Precinct 1, stated his crew will be finished with Co Rd 120 today.
All the Commissioners stated they have all been improving their county roads.
Sara Ann Luther, Human Resource Director, will be meeting with County employees in September in preparation of open enrollment in October.
Herb Darling, Environmental Service Director, and Joe Don Dockery, Commissioner Precinct 4, stated that Burnet County was under a fire advisory.
Joe Don Dockery, Commissioner Precinct 4, stated he will be meeting with the Auditor's office and will have a Bopate Flyer prepared next week for the event on October 26, 2019 from 9 am-1 pm at the Recycle Reuse Building.

a. Contract with Texas Highways, Texas State Travel Guide and Texas Events for Tourism
Andi Ball, Tourism Director, and Jolene Mock, assistant, presented to the court three contracts: Texas Highways, Texas State Travel Guide, and Texas Events. The total cost for these contracts are 15,819.00.
Motion was made by Commissioner Precinct 3 Billy Wall, Seconded by: Commissioner Precinct 1 Jim Luther, Jr. to approve contracts with Texas Highways, Texas State Travel Guide and Texas Events for Tourism.
