County of Burnet {} On this the 20 day of August, 2019, the Burnet County Commissioners Court met in Special Session. The following members of the court were present:

2020 Proposed Budget
Karin Smith, County Auditor, explained we would be making changes to the budget at a later date with Road & Bridge and Hotel Motel Tax.
Juvenile Case Manager
Karin Smith, County Auditor, reported this position will be funded from general fund from August 21, 2019 thru August 31, 2019.
Burnet CISD will provide 15,000.00 towards funding this position. The position will be funded from a restricted account beginning September 1st.
The court took no action at this time.
Item #9: Amendment to Sick Leave Policy
Sara Ann Luther, Human Resource Director, discussed Section 2.01B and Section 5.03.
Motion was made by Commissioner Precinct 4 Joe Don Dockery, Seconded by: Commissioner Precinct 3 Billy Wall to approve updating the personnel policy and an amendment to the sick leave policy wording in the Burnet County Personnel Policies.
Vote: 5 - 0 - Unanimously
Part-Time Employee
The Herman Brown Free Library currently has funds in their FY 2019 budget, to pay for a part time employee.
Motion was made by Commissioner Precinct 2 Damon Beierle, Seconded by: Commissioner Precinct 1 Jim Luther, Jr. to approve a part-time employee at the Herman Brown Free Library and any overages would come out of the library restricted funds.

Item #6:
Juvenile Case Manager Fund
Lisa Whitehead, Justice of the Peace precinct 2, and Eddie Arredondo, County Attorney, explained to the court the duties of the Juvenile Case Manager.
Karin Smith, County Auditor, explained the funding to the court.
Motion was made by Commissioner Precinct 2 Damon Beierle, Seconded by: Commissioner Precinct 3 Billy Wall to approve the employee and authorize the use of restricted funds.
Vote: 5 - 0 - Unanimously
Motion was made by Commissioner Precinct 1 Jim Luther, Jr., Seconded by: Commissioner Precinct 2 Damon Beierle to set the truancy court fee at $5.00 effective August 21, 2019.
Vote: 5 - 0 - Unanimously
Homeland Security
Joe Don Dockery, Commissioner Precinct 4, explained this special event data call and the involvement with CAPCOG.
James Oakley, County Judge, will delegate who will be in charge of recording and reporting these special county events to CAPCOG.
No action taken by the court.
Deputy County Clerk Position
Motion was made by Commissioner Precinct 3 Billy Wall, Seconded by: Commissioner Precinct 2 Damon Beierle to approve establishing a Deputy County Clerk position to be funded from the County Clerk Records Management Restricted Funds.

Interlocal Agreement
Motion was made by Commissioner Precinct 3 Billy Wall, Seconded by: Commissioner Precinct 1 Jim Luther, Jr. to approve an Interlocal Agreement between Burnet County and the City of Burnet for paving and approval of order.
