6. Recognition of Leila Goar as being names the TEEA Woman of the Year (Beierle)

7. Discussion and/or action regarding the funding of a new parking bay for the Regional Emergency Response Trailer at the Pct. 4 facility (Oakley)

8. Discussion and/or action regarding the nominations for the Burnet Central Appraisal District Board of Directors (Oakley)

9. Discussion and/or action regarding a resolution to authorize county grant to Williamson Burnet County Opportunities for $10,000 in conjunction with Texas Department of Agriculture Texans Feeding Texans, to provide home-delivered meals to homebound persons in the county who are elderly and/or have a disability and certifying that the county has approved their accounting system or fiscal agent (Oakley/Smith)

Discussion and/or action and signing the grant affidavit to certify that the county granted and paid to Williamson Burnet County Opportunities for $10,000 in conjunction with Texas Department of Agriculture 2019 Texans Feeding Texans, to provide home-delivered meals to homebound persons in the county who are elderly and/or have a disability and certifying that the county has approved their accounting system or fiscal agent (Oakley/Smith)

11. Discussion and/or action for the approval to accept FY 2020 Indigent Defense Improvement Grant Program from Texas Indigent Defense Commission. This grant is to purchase Microsoft Surface pros and accessories to be utilized for magistration proceedings when Magistrate Judge is not available, indigent defense anc mental health services (Oakley/Noaker/Smith)

12. Discussion and/or action regarding the approval to apply for and adopt resolution for FY 2020 Formula Grant for Indigent Defense Grant Program from Texas Indigent Defense Commission. Application is due 11/15/2019 (Oakley/Smith)

13. Discussion and/or action regarding the approval to accept the Office of the Governor, Criminal Justice Division FY 20 Justice Assistance Grant Program for Environmental Deputy (Oakley/Smith)

15. Discussion and/or action regarding the approval to accept grant for $4,715 for the FY 18 State Criminal Alien Assistance program (SCAAP) from the Bureau of Justice Assistance (BJA) Office of Justice Program (OJP). (Oakley/Smith)

19. Discussion and/or action the approval to apply for grant for VETRIDE from 2020-2021 Texas Veterans Commission Fund for Veterans General Assistance. Grant period is 7/1/200-6/30/2021 (S. McCoy/Oakley/Smith)

Discussion and/or action regarding the approval to accept the FY 19 Competitive Grant from the Adult Drug Court Discretionary Grant Program with U.S. Dept. of Justice (DOJ), Office of Justice Programs (OJP), and Bureau of Justice Assistance (BJA), to enhance the current Drug Court Program (Oakley/Kennedy)



21. Discussion and/or action regarding the approval and signature of a MOU for Flood Activity with the City of Meadowlaes for activity provided by employees of the City of Meadowlakes during the debris cleanup in October 2018 (Oakley/Smith)

Proclamation for National 4-H Week
Kelli Tarla presented the Proclamation designating October 6-12, 2019 as National 4-H Week in Texas.  Additionally, Ms. Tarla discussed upcoming 4-H programs.
 

Motion is made by: Commissioner Precinct 4 Joe Don Dockery, Seconded by: Commissioner Precinct 1 Jim Luther, Jr. to approve the proclamation designating October 6-12, 2019 as National 4-H week in Texas.

TEEA Woman of the Year
Lela Goar was honored as Texas Extension Education Association Woman of the Year.  The court congratulated Ms. Goar for this achievement.

Previously Approved
Sheriff Department Salary
The court discussed the previously approved FY 2020 budget Sheriff Deptartment Salary schedule.  Sara Ann Luther, HR Director, stated effective October 1, 2019 all Field Deputies, Sergeants, Investigators and Captains, and the Chief Deputy positions in the Sheriff's Department who have greater than one year of service as of October 1, 2019 will receive an additional $50 per bi-weekly pay period.
 

Motion is made by: Commissioner Precinct 4 Joe Don Dockery, Seconded by: Commissioner Precinct 3 Billy Wall to approve the Sheriff Department salary schedule.

The court discussed department updates.  Judge Oakley thanked the Road and Bridge crews for preparation of the BOPATE event.  The court discussed event coordination.

Indigent Defense
Improvement Grant Program
The court discussed approval to accept the FY 2020 Indigent Defense Improvement Grant Program from Texas Indigent Defense Commission.  Grant is to purchase Microsoft Surface Pros and accessories to be utilized for magistration proceedings when the Magistrate Judge is not available, indigent defense and mental health services.  The application for this Grant was successful.  The grant amount was for $16,835.00.  This Grant is a 50/50 match in which a large portion of the match was budgeted for in the technology fund.

Request Funding for
New Parking Bay
The court discussed the funding of a new parking bay for the Regional Emergency Response Trailer at the Precinct 4 facility.  Judge Oakley requested $25,000.00 to be allocated from the Capital Reserve funds for improvements to the parking bay.

The court discussed nominations for the Burnet Central Appraisal District Board of Directors deadline is October 15, 2019.  The court added Gene Broadway to the list of nominees.

The court discussed approval regarding a resolution to authorize county grant to Williamson Burnet County Opportunities for $10,000.00 in conjunction with the Texas Department of Agriculture Texans Feeding Texans, to provide home-delivered meals to homebound persons in the county who are elderly and/or have a disability and certifying that the county has approved their accounting system or fiscal agent.

The court discussed approval to accept the Office of the Governor, Criminal Justice Division FY 20 Justice Assistance Grant Program for Environmental Deputy.
 

Motion is made by: Commissioner Precinct 2 Damon Beierle, Seconded by: Commissioner Precinct 1 Jim Luther, Jr. Judge Oakley stated the acceptance of the Office of the Governor, Criminal Justice Division FY 20 Justice Assistance Grant Program for Environmental Deputy is under the condition of the grant to transfer from the Constable's Office to the Sherriff's Office.

Motion is made by: Commissioner Precinct 2 Damon Beierle, Seconded by: Commissioner Precinct 1 Jim Luther, Jr. to accept the office of Governor, Criminal Justice Division FY 20 Justice Assistance Grant Program 2nd Environmental Deputy.

 

Comm. Beierle amended the motion to accept the Office of the Governor FY 20 Justice Assistance Grant Program for the Second Environmental Deputy. Grant will be transferred from the Constable's Office to the Sheriff's Office.

Comm. Luther seconded the amended motion.

Vote: 5 - 0 Passed - Unanimously

The court discussed the transfer of the Environmental Deputy position from the Constable's Office to the Sheriff's Department.
 

Motion is made by: Commissioner Precinct 2 Damon Beierle, Seconded by: Commissioner Precinct 1 Jim Luther, Jr. to transfer this position from Constable's Office to the Sheriff's Department.

The court discussed the Unfunded notification for OOG Grant Application - 3366903 which funds 82% of the personnel costs of the Sex Offender Registry Investigator from 9/1/2019 - 8/31/2020.  Funded out of discretionary funds.

The court took no action on this agenda item.

VETRIDE
The court discussed approval to apply for a grant for VETRIDE from 2020-2021 Texas Veterans Commission Fund for Veterans General Assistance.  The Grant period is from 7/1/2020-6/30-2021,  This is a renewal item, however additional funds are being requested.  The request is for $75,000.00.

Drug Court Program
The court discussed the approval to accept the FY 19 Competitive Grant from the Adult Drug Court Discretionary Grant Program with the U.S. Department of Justice, Office of Justice Programs, and Bureau Justice Assistance to enhance the current Drug Court Program.  Funds would be used for child care of participants.

City of Meadowlakes
The court discussed the approval and signature of a MOU for Flood Activity with the City of Meadowlakes for activity provided by employees of the City of Meadowlakes during the debris cleanup in October 2018.   To be included in FEMA Grant documentation.

Flood Damage Prevention Order
The court discussed adopting an updated Flood Damage Prevention Order for the unincorporated areas of Burnet County.  

Herb Darling, Director Burnet County Development Services, discussed there will be new flood maps 11/01/2019, as requested by FEMA.

M2E3 LLC Driveways Agreement
The court discussed the County Road crossings and temporary driveways agreement with Enterprise Products relating to the M2E3 LLC Midland to Echo Pipeline Project.  Herb Darling, Director Burnet County Development Services, reported on the pipeline easement.  Mr. Darling met with Comm. Luther and Comm. Beierle to obtain authority of crossing roads in Precinct 1 & 2.  Comm. Luther noted they need to contact the property owner on CR 107.

The court discussed approval of the consent agenda.  Judge Oakley addressed item c, Consideration and Approval concerning budget amendments, for further consideration. 
The court discussed the building of a shooting range for the Sheriff's Office and paving of the roads at the recycle building and shooting range.  Judge Oakley would like to use Capital Reserve funds up to $30,000.00 for the build of the shooting range infrastructure improvements.

The court revisited Item #4 from the 9/24/2019 meeting re: the potential sale of approximately .7 acres along the eastern boundary of the North Annex land to the adjacent property owner. Eddie Arredondo, County Attorney, recommended an appraisal of the property.  Judge Oakley spoke with Highland Lakes Appraisers, who will render a restricted appraisal at the cost of $300.00. The owner will have the area surveyed at their cost. County Attorney Arredondo will prepare the deed.  The estimated amount of the sale is between $29,000.00 and $30,000.00, which the Judge intends to place back in the Capital Reserve fund.
