The Court discussed topics related to the COVID-19 Virus.
There is a request to furnish a COVID-19 mobile testing center. The expenditure would include the Verizon 1 Talk mobile phones, tents, Portacool Evaporative Cooler, Potable Generator, and trailer. The purchase, in the amount of $49,770.56, qualifies for use of funds from the CARES Act. The purchase of 200 cones and two trailers were added to the list of expenditures at an estimated cost of $12,000.00.

Motion was made by Commissioner Precinct 4 Joe Don Dockery, Seconded by: Commissioner Precinct 1 Jim Luther, Jr. to approve expenditures for tents, trailer for the tents, generator, fans, cones, and a trailer for the cones not to exceed $62,000.00 for COVID-19 response.
Vote: 5 - 0 - Unanimously
Comm. Wall asked if these items could be used for other events, not related to COVID response. Karin Smith, County Auditor, replied the grant states any equipment that is ordered directly for COVID can be used for other purposes after the COVID response. Comm. Beierle suggested tables and chairs in addition to other items may be needed at testing sites. The approval of additional items will be addressed at the next Commissioner Court meeting on August 25, 2020.
In regard to testing of inmates at the Burnet County Jail, the Court previously approved the purchase of a testing machine and an initial supply of test kits. An approval is needed to purchase additional kits. The cost for 510 kits will be $17,850.00.

The Court discussed donations to the Sheriff’s department. Donations were made in the amounts of $500.00 from the Highland Haven Ladies Club, $15,000.00 from the Foster Family Foundation, and $1000.00 from Amy Willeke.
Motion was made by Commissioner Precinct 1 Jim Luther, Jr., Seconded by: Commissioner Precinct 4 Joe Don Dockery to accept donations to the Sheriff's Department.

Judge Oakley informed the Court of the Maintenance Department's work on the Magistrate and County Clerk's offices.
Comm. Dockery updated the Court on Road & Bridge activities.
Judge Oakley has been speaking with Doug Ferguson, Elections Administrator, regarding the upcoming election. There have been questions regarding whether mail in ballots can be dropped off at the Elections Office. Ballots will be accepted now through election day. Any voter who hand delivers their ballot at the election office will need to sign their name.

Motion was made by Commissioner Precinct 1 Jim Luther, Jr., Seconded by: Commissioner Precinct 4 Joe Don Dockery to approve all FY21 Proposed Budget Changes.
James Oakley, County Judge, did a record vote by Commissioner and County Judge. Voting in favor of the motion: Jim Luther, Commissioner Precinct 1, Damon Beierle, Commissioner Precinct 2, Billy Wall, Commissioner Precinct 3, Joe Don Dockery, Commissioner Precinct 4, and James Oakley, County Judge.
Vote: 5 - 0 - Unanimously
Karin Smith, County Auditor, commented the FY21 Proposed Budget Changes lists Item I. Road & Bridge changes as attached, however there is no attachment. There are no changes to Road & Bridge at this time from the Auditor's office.
The Court continued by discussing Road & Bridge changes. Ms. Smith provided FY21 Road & Bridge Distribution as follows: 50% evenly distributed and 50% based on valuation.

Motion was made by Commissioner Precinct 4 Joe Don Dockery, Seconded by: Commissioner Precinct 1 Jim Luther, Jr. to approve the distributions in that order so there may be further discussion.
