County of Burnet   {}   On this the 26th day of April 2022, the Burnet County Commissioners Court met in regular session. The following members of the court were present:
Present:

AGENDA
An agenda packet containing detailed information on the items listed below is distributed to the County Judge, Commissioners, and County Clerk the Friday preceding the meeting. The agenda packet is also posted on the county website at  www.burnetcountytexas.org, under Public Meetings. A hard copy of the agenda packet is available in the County Clerk's office. Our Mission Statement: The mission of Burnet County is to maintain overall efficient and effective management of county resources while providing the services mandated by state and federal law and desired by the citizens of Burnet County.
 
REGULAR MEETING DATE:  Tuesday, April 26, 2022 MEETING TIME: 9:00 a.m.
MEETING PLACE: 2nd Floor Courtroom located at 220 S. Pierce, Burnet, Texas
 
1. Call to Order
 
2. Invocation and Pledge of Allegiance to the flags.
 
3. Public Comments. Any person with business before the Commissioner’s Court not scheduled on the agenda may speak to the Court. No formal action can be taken on these items at this meeting. Comments regarding specific agenda items should occur when the item is called. There is a 2 minute speaking limit. 
 
4. Discussion and/or action regarding Burnet County Comprehensive Annual Financial report by Todd Pruitt, Audit Partner with Patillo, Brown & Hill, LLP (Oakley/Smith)
 
5. Discussion and/or action regarding authorization for Burnet County Precinct 4 to operate county equipment on the property owned by the Marble Falls Rodeo Association, a non-profit organization, for the purposes of arena preparation to benefit of all citizens of Burnet County and serving a public purpose (Dockery)
 
6. Discussion and/or action regarding the approval to apply for the Patrick Leahy Bulletproof Vests Partnership Program through the Office of Justice Programs at the Department of Justice (Oakley/Smith)
 
7. Discussion and/or action regarding the “Amending Plat of A Replat of Lots 617 & 618, Whitewater Springs, Sec. 6, Burnet County, Texas” to correct a scrivener error found in the lot Numbers and Section listed to be replatted shown on the recorded plat of “A Replat of Lots 617 & 618, Whitewater Springs, Sec. 6, Burnet County, Texas “recorded in Document No. 202203717, Official Public Records, Burnet County, Texas (Wall)
 
8. Executive Session.  Discussion with Burnet County Commissioner’s Court and the County Civil Attorney(s) and/or the County Attorney in accordance with Texas Government Codes 551.071.  The Commissioners Court reserves the right to adjourn into Executive Session at any time during the course of this meeting to discuss any matters as authorized by the Texas Government Code including, but not limited to, Sections:  551/071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices), 551.087 (Economic Development), 418.183 (Deliberations about Homeland Security Issues), 551.0725 (Contracts being negotiated).   
                       
9. Reconvene in Open Session. 
 
10. Discussion and/or action regarding items discussed in Executive Session and take up for Consideration and possible action, pursuant to Chapter 262, Texas Local Government Code.

a. Approval to advertise for bids for food services for the Jail

Judge Oakley called the meeting to order at 9:00 a.m.

Invocation and Pledge of Allegiance to the Flags
Commissioner Dockery led the prayer and Pledge of Allegiance to the US and Texas flags.
 
Item #3:
Public Comments
Christine Lorence, Vice President of HOA at The Ranches at Blackbuck Ridge, addressed the court regarding the roads for The Ranches at Blackbuck Ridge. Beth Kunz, resident of The Ranches at Blackbuck Ridge, addressed the court regarding the roads for The Ranches at Blackbuck Ridge.
 
Item #4:
Comprehensive Annual Financial report
The court discussed the Burnet County Comprehensive Annual Financial report by Todd Pruitt, Audit Partner with Patillo, Brown & Hill, LLP.

Todd Pruitt, Pattillo, Brown & Hill, LLP, addressed the court concerning the Annual Financial report and audit that was conducted this year and went over the results of the report.
 

Motion is made by: Commissioner Precinct 4 Joe Don Dockery, Seconded by: Commissioner Precinct 2 Damon Beierle to approve the Burnet County Comprehensive Annual Financial report.

Vote: 4 - 0 Passed - Unanimously

 
Item #5:
Precinct 4 Authorization of county equipment
The court discussed the authorization for Burnet County Precinct 4 to operate county equipment on the property owned by the Marble Falls Rodeo Association, a non-profit organization, for the purposes of arena preparation to benefit of all citizens of Burnet County and serving a public purpose.

Bulletproof Vests
The court discussed the approval to apply for the Patrick Leahy Bulletproof Vests Partnership Program through the Office of Justice Programs at the Department of Justice.
 

Motion is made by: Commissioner Precinct 2 Damon Beierle, Seconded by: Commissioner Precinct 4 Joe Don Dockery to apply for the Patrick Leahy Bulletproof Vests Partnership Program through the Office of Justice Programs at the Department of Justice.

Vote: 4 - 0 Passed - Unanimously

Whitewater Springs Sec 6, Replat
The court discussed “Amending Plat of A Replat of Lots 617 & 618, Whitewater Springs, Sec. 6, Burnet County, Texas” to correct a scrivener error found in the lot Numbers and Section listed to be replatted shown on the recorded plat of “A Replat of Lots 617 & 618, Whitewater Springs, Sec. 6, Burnet County, Texas “recorded in Document No. 202203717, Official Public Records, Burnet County, Texas.

Herb Darling, Developmental Services, asked the court to hold this agenda item until the next Commissioners Court.

Item #11:
Department Update
Herb Darling, Developmental Services, gave an update to the court on activities in the Developmental Services office. Sara Ann Luther, Human Resource Director, gave an update on the online application portal. Judge Oakley gave an update on tourism about the ribbon cutting at the historic jail. Commissioner Dockery gave an update on the recent BOPATE event, and stated the next event for HHW is scheduled for October 15.

The court discussed contracts, agreements or grants to be approved and/or ratified:

Motion is made by: Commissioner Precinct 4 Joe Don Dockery, Seconded by: Commissioner Precinct 1 Jim Luther, Jr. to approve the Contract Labor agreement with Elite Castle Resources for repair of damaged guardrail on CR 330.

The court discussed calling for Bids and Bid openings, request for proposals/qualifications and related openings.
a. Approval to advertise for bids for food services for the Jail.
 

Motion is made by: Commissioner Precinct 4 Joe Don Dockery, Seconded by: Commissioner Precinct 1 Jim Luther, Jr. to approve to advertise for bids for food services for the Jail.

Vote: 4 - 0 Passed - Unanimously
