Judge Oakley called the meeting to order at 9:00 a.m.

Judge Oakley asked to take a moment of silence in honor of Sam Stacks. Oakley then proceeded with the Pledge of Allegiance to the US and Texas Flag.
Commissioner Dockery, Precinct 4, spoke stating that Mr. Stacks was escorted home, and stated that Constable Missy Bindseil, Precinct 4, needed to be commended for organizing the event with Williamson and Travis County. 

Judge Oakley asked if there were any comments from the public. Jeany Fortner, addressed the Court and presented a letter regarding the Electronic Registration Information Center, and the electronic voter rolls into Burnet County. 

The Court discussed a Proclamation that October 2^nd – 8^th is National 4-H Week. Kailey Roberts, County Extension Agent for Family and Community Health, addressed the court and introduced the Texas Extension Education Association in honor of TEEA Week. Lella Gore, Burnet County Chair, spoke informing the new ladies that will take over the Chair positions. Judge Oakley, read the Proclamation that October 2nd - 8th is National 4-H Week. 

Mikayla Herron, 4-H Agent, spoke informing the court that they have 106 enrolled members in the program, and are looking to exceed last year's numbers. Kambell Stewart, 4-H Member, spoke to the court about her 4-H experience, and the impact the program has had on her life. Ms. Stewart thanked the other 4-H members and the Commissioners Court for supporting the program and the childrens futures that are in the program. Judge Oakley, read the Proclamation that October 2nd - 9th is Texas Extension Educators Association Week (TEEA).

The Court discussed approval of the endorsement letter for grant applications for broadband. Herb Krasner, spoke explaining the layout of broadband fiberoptic for the county. Mr. Krasner explained the grant process for the NTIA Middle Mile grant application and what parts of the county the broadband would reach after the 5 year plan was completed. Mr. Krasner thanked Commissioners Dockery and Beierle for assisting with this process. Judge Oakley spoke stating this was not a county grant. The vendor would be individually applying for the grant and the county would provide the endorsement letter. Representatives from Fiberlight LLC, Mike Ellison, Vice President, and Matt Leach, Public Sector and Strategic Account Manager, were present. Mr. Ellison spoke to the court, stating that if awarded the grant it would be open access for the providers to connect to fiberoptic internet and thanked the court for their support. Judge Oakley presented the support letter to Mr. Ellison. 

Robert Palimer, Marble Falls Chamber of Commerce Member, spoke stating the Chamber of Commerce would be providing a letter of support as well.

The court discussed the use of county equipment and manpower to assist the Burnet Rodeo Association in arena preparation for their upcoming fundraiser.

The court discussed the acceptance of survey and donation deed for 0.49 acres of land from Phil & Susan Dunne on CR 402. Commissioner Dockery, Precinct 4, spoke stating this was previously spoken about at prior Commissioners Court to give him authority to take action to complete this process. Mr. Dockery stated the survey was completed, the deed was reviewed by the County Attorney and was ready to be recorded after receiving signatures from the Judge and County Clerk.

          a.Treasurer’s Report August 2022

Karrie Crownover, County Treasurer, gave an update on the Treasurer’s Report August 2022. Ms. Crownover informed the court of the updated total donation for Vetrides.

Judge Oakley, updated the Court on the process of the modular home that was purchased for the Public Defenders Office.

The court discussed the Burnet County Library System Policy and Procedures, and Strategic Plan. Amanda Rose, Director Marble Falls Library, spoke saying that Spicewood has been added to the system. They added policies regarding photography, unattended children, animals, and technology. Florence Reeves, Director Herman Brown Library, stated the new policies will allow flexibility with the growth of the county. 

Motion is made by: Commissioner Precinct 2 Damon Beierle, Seconded by: Commissioner Precinct 1 Jim Luther, Jr. to approve the Burnet County Library System Policy and Procedures, and Strategic Plan.

The court discussed the resignation of David Johnson from the Burnet County ESD 1 board effective September 29, 2022. Commissoner Dockery, Precinct 4, spoke saying that he received Mr. Johnson's resignation letter through email on September 8, 2022.

The court discussed the appointment of Ms. Pat Erickson to Burnet County ESD 1. Commissioner Dockery, Precinct 4, said he interviewed Ms. Erickson and believes she would be a good fit for the position.

The court discussed the extension of an agreement between Burnet County Commissioners Court and TexHealth Central Texas, Inc. Sara Ann Luther, Human Resource Director, spoke stating she received an email with the extension agreement and terms to renew from 2017. Ms. Luther spoke saying  the agreement expires every 5 years, there is no cost to the county but allows the company to provide subsidy to the employees of small businesses to purchase healthcare.

The court discussed a replat of tracts 15-A and 17-B, Granite Ridge, to be known as tracts 15-B, 15-C and 17-C, Granite Ridge, 2 tracts into 4. Jackie Hynes, Development Services, spoke on behalf of Herb Darling, stating he reviewed the plat. Judge Oakley requested holding on this item. 

The court took no action on this item.

The court discussed a replat of lot 2E, Council Creek South, to be known as lots 2E-1R and 2E-2R, Council Creek South, 1 lot into 2. Commissioner Luther, Precinct 1, stated he was familiar with the plat, but unsure if the POA  was active or not. Victor Webb, the property owner, presented a letter from the POA. Judge Oakley, requested holding on this item. 

The court took no action on this agenda item.

The Court Acknowledged the Receipts:

Judge Oakley added two letters, a letter from an individual regarding Commissioner Wall and a letter from Mr. Leake, regarding his resignation at the end of October.

Blair Manning, Tourism, spoke on item a. concerning the amount of the donation and informed the court that this amount would change for next year.

Karin Smith, County Auditor, wanted to correct item C. to modify it to not accept the award for the Indigent Defense Coordinator Position and only accept the award for the Texshare. 

Item added to approve the Agreement with DPS for Driving Records. Sara Ann Luther, Human Director, spoke saying that she received an email and there will be no change in the cost of this program. Ms. Luther added Ben Tarbet as technology leader, and herself for the records management for the company.

Judge Oakley opened Public Comments as there was a request to speak from Carrol Plangeman. Mr. Plangeman thanked Commissioner Luther, Precinct 1 for keeping up with the mowing. Mr. Plangeman then spoke about the Fiberlite LLC company that will be doing the fiberoptic for more high speed internet if awarded the Grant. Mr. Palngeman stated that he was not happy that the county was in favor of supporting this as in his opinion it was taking and using unnecessary government funds. 

Judge Oakley adjourned the meeting at 10:34 a.m. as there was no further business to discuss.
