An agenda packet containing detailed information on the items listed below is distributed to the County Judge, Commissioners, and County Clerk the Friday preceding the meeting. The agenda packet is also posted on the county website at www.burnetcountytexas.org, under Public Meetings. A hard copy of the agenda packet is available in the County Clerk's office. Our Mission Statement: The mission of Burnet County is to maintain overall efficient and effective management of county resources while providing the services mandated by state and federal law and desired by the citizens of Burnet County.

Judge Oakley called the meeting to order at 9:00 a.m.

Invocation and Pledge of Allegiance to the Flags
Commissioner Dockery led the court in Invocation and Pledge of Allegiance to the flags.

There were no comments from the public.
 
Item #15:
Department Updates
The court discussed Department Updates. Judge Oakley wanted to receive an update from the Emergency Management as Jim Barho was retiring. Judge Oakley thanked Mr. Barho for his time serving with the county and for the smooth transition in hiring a replacement. Mr. Barho thanked the court for their support in the time that he served and introduced Derick Marshio. Mr Marshio thanked the court and looks forward to this position of  Emergency Management Director. 
Casie Walker, District Clerk and Vicinta Stafford, County Clerk, addressed the court in regards to (CJIS) Criminal Justice Information System percentage for numbers the county reports. Ms. Walker spoke informing the court that the county has to be at  90% by August. Ms. Walker, wanted to address any concerns that the court had. Ms Walker let the court know the departments are not concerned with the counties' current numbers as we are already at 83%. Judge Oakley asked Ms. Walker to explain the definition of stages of how the system works. Ms. Walker explained that when someone is arrested they receive a TRN and has to be reported within 48 hours as well as have fingerprints sent to the state and so on, until there is a disposition or dismissal filed and it is then reported to the state. Eddie Arredondo, County Attorney, addressed the court explaining the process of CJIS and how every office follows the procedures that were set in place years ago and makes slight changes as needed to improve. Commissioner Dockery thanked everyone for coming and explaining how the process works so there is no worry or confusion.

Item #4:
Presentation
Burnet County Historical Commission
The court heard a presentation from the Burnet County Historical Commission recognizing their new members. Polly Krenek, Vice President of the Burnet County Historical Commission, explained to the court that they have new members every two years. Ms. Krenek informed the court that the Commission received the Distinguished Service Award for 2021. Ms. Krenek thanked the court for their support and help. Judge Oakley accepted the list of the new members of the Burnet County Historical Commission for 2023-2025. 
 
Item #5:
Transport Cost
for Autopsies
The court discussed transport costs for Justice of the Peace ordered autopsies. Karin Smith, County Auditor, informed the court that they previously approved $782.50 for a maximum amount to transport bodies. Ms. Smith had received two invoices that were over the amount and was seeking approval to pay those as well as direction on how to handle this situation further. Judge Oakley informed the court that he would like to handle the two outstanding invoices first. Commissioner Beierle asked why the invoices were over. Karin Smith, County Auditor, explained that the funeral homes informed her that there had been an increase and it would be anywhere from 882.00 to 912.50 depending on the mileage to the funeral home as well as the size of the deceased. Judge Oakley said that moving forward there needs to be an adjusted policy. Judge Nelson, Justice of the Peace, Precinct 1, spoke informing the court that this was previously discussed in 2021, about who would pay for the cost of the transport of the deceased. Ms. Nelson explained that the county is only responsible by statute for transporting the deceased to the medical examiner's office. Ms. Nelson explained that anything past transporting the body to the medical examiner's office is not a county expense and should be charged as a funeral expense and not to the county. Judge Bindseil, Justice of the Peace, requested that the court be open to multiple transport companies as sometimes they are busy and can not get to the scene in a timely manner. Karin Smith, County Auditor, suggested that the county go into contracts with different funeral homes and list them from lowest to highest and have them call the lowest first and if not go to the funeral home, that would be higher. Judge Oakley, asked if they went out for rfq if that would be feasible for everyone. Greg Jenkins, from Jenkins Funeral Home spoke to the court explaining the way that his cost works for transporting and requested that the local funeral homes be requested before using an outside source. Judge Oakley would like to have a procedure in place so this doesn't have to go out for RFQ and be approved every year.
 

Motion is made by: Commissioner Precinct 3 Billy Wall, Seconded by: Commissioner Precinct 4 Joe Don Dockery to approve payment of the two outstanding invoices and to put service for autopsy transportation out for RFQ request for quotenot request for qualifications

Item #6:
Vetride Donation
The court discussed an acknowledgment of a $20,000 donation from Woodmen Life Chapter 283 in Bertram to VETRIDE. Sophie McCoy, Vetride Administrator, spoke to the court and introduced Karen Lock, and Lanette Slather from Woodmen Life Chapter 283. Ms. McCoy informed the court that both ladies came from veteran families and wanted to thank them for their generous donation. 
 

Motion is made by: Commissioner Precinct 4 Joe Don Dockery, Seconded by: Commissioner Precinct 3 Billy Wall to accept the $20,000.00 donation.

Vote: 5 - 0 Passed - Unanimously

 
Item #15:
Department Updates
The court discussed department updates. Sophie McCoy, Vetrides Administrator, updated the court on a van. Ms. McCoy stated it is a Ford Transit Connect Van since it is lower to the ground, so it is easier to get in and out of. Ms. McCoy informed the court that there are 32 pick-ups and she will be looking for a wheelchair accessible van as she has more requests. Judge Okley thanked Ms. McCoy for all that she does and doesn't know where the county will be without her.

District Clerk
Temporary Position Change
The court discussed a temporary transfer of an Assistant Chief Deputy District Clerk Position to a Deputy Clerk position. Sara Ann Luther, Human Resources, spoke to the court saying this instance doesn't set president.
 

Motion is made by: Commissioner Precinct 2 Damon Beierle, Seconded by: Commissioner Precinct 1 Jim Luther, Jr. to approve a temporary transfer of an Assistant Cheif Deputy District Clerk position to a Deputy Clerk position.

Vote: 5 - 0 Passed - Unanimously

Donation from Sentry Security
for Sheriff's Department
The court discussed to accept a donation from Sentry Security for the Sheriff’s department. Karin Smith, County Auditor, spoke saying there were two checks received in the amount of $5000.00 totaling $10,000.00
 

Motion is made by: Commissioner Precinct 2 Damon Beierle, Seconded by: Commissioner Precinct 3 Billy Wall to accept a donation from Sentry Security for the Sheriff’s department.

CR 325
Gated
The court discussed allowing County Road 325 to be gated as it is a class 3 road. The gate will stay unlocked. Commissioner Wall, informed the court that he has been approached by the constituents. Mr. Wall said that the gate would remain open and that it could be closed in the evening to keep the public from throwing out trash. 
 

Motion is made by: Commissioner Precinct 3 Billy Wall, Seconded by: Commissioner Precinct 2 Damon Beierle to approve County Road 325 to be gated as it is a class 3 road. The gate will stay unlocked.

The court discussed Department Updates
a.Treasurer’s Report – November 2022

Karrie Crownover, County Treasurer, read to the court the treasurer's report from November 2022. Ms. Crownover informed the court that in November the balance started off at $38,139,872.30  and ended at $37,919,605.79.
 

Motion is made by: Commissioner Precinct 4 Joe Don Dockery, Seconded by: Commissioner Precinct 3 Billy Wall to accept the Treasurer’s Report – November 2022.

The court discussed contracts, agreements or grants to be approved and/or ratified:
a. Independent Contractor Agreement for VETRIDE, R. Tully
b. Agreement between Johnston Controls and Burnet County for fire system inspections
c. Agreement regarding a resource office for Spicewood Elementary 

Judge Oakley informed the court that item c should be read officer and requested to discuss item c separately. Judge Oakley had an understanding that the school would pay for 80% of the officers pay and was unclear on who would pay for the vehicle for the officer. Judge Oakley asked Sheriff Boyd if he was okay on discussing this item at the next meeting.
 

Motion is made by: Commissioner Precinct 1 Jim Luther, Jr., Seconded by: Commissioner Precinct 4 Joe Don Dockery to approve the Independent Contractor Agreement for VETRIDE, R. Tully and the Agreement between Johnston Controls and Burnet County for fire system inspections.

Call for Bids
The court discussed calling for Bids and Bid openings, request for proposals/qualifications and related openings. Judge Oakley discussed a prior bid that went out for architectural bids. Judge Oakley requested to reject the architecture bids that had been received and go back out for bids.

Commissioner Luther requested to go out for bid for a 6 yard dump truck.
 
 

Motion is made by: Commissioner Precinct 4 Joe Don Dockery, Seconded by: Commissioner Precinct 3 Billy Wall to reject the most recent bids that were submitted for architectural services.

Motion is made by: Commissioner Precinct 1 Jim Luther, Jr., Seconded by: Commissioner Precinct 4 Joe Don Dockery to approve for Precinct 1 to go out for bid for a 6 yard dump truck.
